Scottsdale publishes its drinking water hardness by part of the city, not as one number. South of Indian School Road, it runs 22 to 25 grains a gallon. Between Indian School Road and Chaparral Road, 20 to 22. North of Chaparral Road, 16 to 18. Set that against the City of Phoenix, whose 2025 water quality report gives a citywide range of 10 to 17.6 grains: Scottsdale's softest zone starts where Phoenix's range ends, and its hardest zone is well past anything Phoenix reports.
What new pipe changes, and what it does not
A repipe replaces the pipe. It does not treat the water, and being blunt about that is worth the sentence, because an owner who has lived with weak pressure and stained fixtures can arrive expecting new lines to settle everything at the tap. What a repipe ends is the failure belonging to the old material: steel closes from the inside as corrosion builds in the bore, and a plastic supply line is immune to it. The hardness it leaves is exactly as it was: the same 22 to 25 grains goes on coating aerators, shower glass, heating elements, and a tankless heat exchanger the week after the new pipe is in.
The one day the whole supply is open
That is the argument for settling treatment during the repipe. On the day the lines are replaced, every run in the house is reachable at once, and it is the only day that is true. Where a conditioner would tee in, whether the garage wall has the room and the drain for it, and whether the hose bibs should come off ahead of it all have easy answers while the pipe is open. Settled then, it is a tee and a few feet of line laid with everything else. Settled two years on, it means opening a wall to reach it.

Where the build year still comes in
One rule sits outside all of this. In homes built before 1978, we only take on work that leaves painted surfaces undisturbed. If a repair would need a painted wall opened, that part goes to a lead-safe certified contractor you hire directly; we do not perform or arrange it. Scottsdale's housing straddles that line: McCormick Ranch began in the early 1970s, and Scottsdale Ranch and Gainey Ranch in the 1980s, so a community name settles nothing. The Maricopa County Assessor keeps a build year for every parcel, and that recorded year decides whose name sits beside each opening.

In Scottsdale, two things get looked up first: the county's build year, and the hardness zone the address falls in. One decides who opens painted surfaces. The other decides what belongs on the drawing besides pipe. We repipe the whole house or one section, and both answers apply either way.

New lines end the trouble caused by the old pipe itself. That stops nothing and changes no pipe. It changes the drawing. Where the main enters, where the heater sits, and where a conditioner would go get marked together, so the tee is either fitted or stubbed and capped. Want a plain repipe? You get one, and the mark still tells whoever comes next where the room is.

Sections done in an earlier decade are traced at the water heater, under the sinks, and at the entry point, and what is already new comes off the scope. A partial job then raises its own question: where the new run stops, and what the transition fitting buried in that wall is made of. Both get named on the drawing.
A fourth question comes up often enough to answer in plain text: whether a repipe will stop a tankless heater throwing scale codes. It will not. The heater is reacting to hardness, and the answer is descaling on a schedule with treatment ahead of it. It is the number that determines whether the pre-1978 rule applies to your painted walls, and it is worth pulling before quotes are compared, since a listing labeled 1970s is not a record.
