Two trades and two sign-offs, and neither one covers the other.
The masonry and the gas piping are separate pieces of work. The gas line is a licensed plumbing job, sized for the burner and run from the house supply; that's where we come in. Ask whoever built the feature for the burner model early, since the line is sized to it. The HOA's approval covers what the feature looks like and where it sits under the community's CC&Rs, which the City does not enforce. The City's interest is the piping, which it lists as plumbing-permit work, so one approval does not stand in for the other.

Gaslights and torches are on the City's list of exterior gas lines that need a plumbing permit, and a line that has sat unused for years may have a failed fitting or a seized valve somewhere along it. The line is looked over and any repairs are handled under that permit before the lights come back on.

Leave the lock and the valves alone; only the utility removes its lock. Our part is repairing the leaking section, proving the line, and getting it ready for the City's clearance.
Where a Gas Run Starts and Where It Ends
Nearly all of it starts at the meter outlet and finishes at a shutoff beside an appliance. Between those two points, a run out to a fire pit, a built-in grill, a patio heater, or a set of gaslights is buried for the stretch that crosses open ground and carried in hard pipe for the stretch that does not. The buried part is polyethylene; it comes up at each end through a steel riser, and the fitting at the riser is where the plastic ends and the metal begins.
Indoors, it is ranges and cooktops, gas dryers, feeds for a tank or a tankless water heater, standby generator lines, and gas piping that are moved or extended when a kitchen or laundry is rebuilt. Those runs are hard pipe or CSST, sized for the appliance and whatever else is already on the branch they tee off from.
Repairs are the other half of the work: a corroded section on a buried run, a failed fitting on a line that has sat idle, and the house side of the system made ready again after the utility has shut a meter.
In homes built before 1978, we only take on work that leaves painted surfaces undisturbed. If a repair would need a painted wall opened, that part goes to a lead-safe certified contractor you hire directly; we do not perform or arrange it.

Three Feet of Clear Wall Beside a Scottsdale Gas Meter
When Scottsdale adopted its plumbing code, it added its own amendments, and one of them is a dimension a homeowner can measure: “Roof drainage scuppers and overflow scuppers shall not be located horizontally within three feet of any electric meter, electric panel or gas meter.”
Why that lands on gas work here
Scottsdale has a great many flat-roof houses, and on a flat roof the water leaves through scuppers cut in the parapet. Those are cast into the wall, and they stay where they are. So the three feet is measured outward from them, and where a gas meter, a riser, or a line brought up beside one can physically sit is settled inside what that leaves. A tape measure answers it in a minute, and the time to answer it is while the layout is still on paper.
It cuts both ways
For a new or relocated meter position, the rule excludes a stretch of wall from consideration before anyone draws a route. On a meter that is already there, it is the roof job that has to work around the meter when scuppers are added or moved. Moving a meter is the gas utility's work and the utility's decision; our part is the house side of it and the route out of it, planned so the riser has its clearance from the start.
The fire pit gets a review; its gas line gets a permit
Building a masonry outdoor fireplace, fire pit or barbecue is on the City's courtesy-review list: no permit, but Planning and Development Services still reviews it to confirm it meets code and design standards and stays out of setbacks and easements. The gas line feeding it is another matter. The City's list of gas piping that needs a plumbing permit includes exterior appliance lines for barbecues, fire pits and fireplaces, torches, gaslights, and patio heaters, as well as repairs to existing gas lines. Plan on two approvals for one backyard feature. The guide adds that projects on that list need only a Minimum Permit application, with no plan review.
Meter clearance before gas comes back
The same list includes clearance for an existing gas line at the meter. After a leak shutoff, the repair comes first, and the City's clearance follows, and the utility's turn-on is the last thing on the job to happen.

The City's list determines the scope of the job before we do: masonry for a fire pit requires a courtesy review, and the gas line feeding it requires a plumbing permit. Load and route
We add up what the line will feed, now and planned, and walk the route from the supply to the appliance, including any trench. Scottsdale's adopted fuel gas code includes Appendix A's pipe-sizing tables, so a new branch is sized by the load it carries and the distance it runs.

You get the price before work starts. The City accepts plumbing permit applications for gas piping through its SPUR portal.
Tie-in, route and riser
The branch comes off where the existing piping can carry it: at the meter outlet on most yard runs, or at a tee back on the house system indoors. From there, it follows the trench or wall it was drawn on, rises through its riser where it leaves the ground, and finishes at its own shutoff beside the appliance. Where the run starts at the meter, the three-foot separation from any scupper is checked before the riser position is fixed.
City inspection, then the meter
The City inspects the work. When a meter is locked, the utility restores service once it has the clearance it requests, so the meter is the last thing on the job to change state.
