A few lines from the City of Scottsdale's own pages explain why pressure belongs in any tank decision here.
A water system that runs from 40 to about 120 psi
Scottsdale Water states that pressure in its drinking water system ranges from about 40 psi to 120 psi, and it attributes the spread to variations in elevation across the city. Two homes with the same heater can live very different lives: one at a gentle pressure, one pushing on the tank walls, the relief valve and the flexible connectors all day. A new tank installed into the high end of that range, with nothing between it and the street, starts its life under the same strain the old one lived with.
The 1995 regulator rule
The City says a pressure regulating valve has been required on all new buildings since 1995. For homes built before that, it encourages owners to have a licensed plumber add one if the pressure is consistently 80 psi or higher. The City's 2025 housing study puts 72% of Scottsdale's housing in the 1960 to 1999 build years, so many of the city's homes went up before regulators required the equipment. For a home at the high end of the range with no regulator, the City's advice and the tank's interests point the same way.
Once pressure is controlled, expansion has to go somewhere
A working regulator closes off the house from the street. Water that heats in the tank expands, and in a closed system that extra volume pushes the pressure up until something gives, usually the relief valve. That is why the regulator question and the expansion question get answered together, and why an expansion tank goes in where the code calls for one.
Flat roofs and gas vent height
Scottsdale amended the fuel gas code for one- and two-family homes, allowing roofs to be sloped from flat to 6/12. A Type B gas vent 8 inches or smaller that sits at least 4 feet from a wall or parapet may end 12 inches above the roof, closer to the wall than the base code's figure allows. On a flat-roof home with an atmospheric gas tank, that local rule shapes how the vent is finished when the tank is replaced.

Tank Water Heater Service Across Scottsdale
Because pressure can wear out a tank from the outside in, the service list below starts with what a pressure check looks for and then covers the tank itself. We repair and replace standard gas and electric tanks from any manufacturer.
What a pressure check looks for
Three things: the static pressure at an outdoor faucet with all taps closed, whether a regulator is on the main line and still holds its setting, and whether the heater has an expansion tank or other room for heated water to expand. Any one of them can be the reason a relief valve drips, or a connector fails.
When a repair is the answer
Relief valves, gas controls, thermocouples, elements, thermostats, and supply connectors are repairs. Repair parts are covered for a year. If the heater is still inside the maker's warranty, the covered repair costs you labor only.
What a new tank comes with
When it is time for a new one, the installation is 10% off. Standard tanks carry the maker's 6-year factory warranty, and the job includes a sediment trap on the gas connection, a drip pan with a drain line for indoor and closet installs, and hauling away the old heater.
Tank Complaints, and Where Pressure Fits In

Pressure or heat is at the valve's limit, and the valve is doing its job.
The temperature and pressure relief valve opens when either one reaches a high level. At the upper end of the city's pressure range, or in a closed system with no room for expansion, a sound valve can weep after every heating cycle. A new valve on its own leaves the cause in place. Leave it uncapped and unplugged, catch the water, and a gauge reading shows what the real repair is.

When the whole house is doing it, the cause is upstream of every fixture in it, including the heater.
When the whole house feels it, the tank is the victim of the pressure. On a home built before 1995, there may be no regulator; on a newer one, the regulator may have stuck open. Either way, a new heater installed into that pressure inherits the problem.

Put a gauge on an outdoor faucet, if you have one
A hose-bib gauge costs very little, and Scottsdale Water lends them out. The static reading with every tap in the house closed is the single most useful thing you can hand us. The numbers to keep
Once the heater is running, the water temperature is set and checked at a tap. A pressure reading after any regulator work is worth writing down with the heater's paperwork, since it is the number the tank will live with.
