Scottsdale Fixture Calls, Starting With the Part That Failed

“The toilet hisses and refills on its own every few minutes.”

A flapper or fill valve, and a repair on almost any toilet.

Water is leaking from the tank into the bowl, so the tank keeps topping itself up. The City's water office lists a leaky toilet as one of the usual reasons for a bill that jumps. A fresh flapper or fill valve stops it, and the toilet stays. Scottsdale Water's WaterSmart portal can also send leak notifications to customers whose meters report hourly data, which is one way a running toilet gets noticed before the bill arrives.

If the toilet you have is already stamped 1.6 or 1.28, the City's own review indicates there is very little left to save.

That is the pattern the City found across thirty years of rebates. In its words, most toilet replacements occur "at homes with existing high-efficiency toilets rather than replacing older, less efficient models." Toilets from earlier decades can take up to 6 gallons a flush, by the EPA's count, and those are the ones where a swap moves the bill. Where the stamp already reads 1.6 or 1.28, a climbing bill points to something still running, most often a tank topping itself up or irrigation.

Look at the aerator before the valve.

The screen at the tip of the spout collects grit and scale until the stream thins out. Cleaning or replacing the aerator restores it in minutes. If you're replacing the faucet anyway, expect a softer stream than an old one gave: private bathroom faucets in Scottsdale are limited to 1.5 gallons per minute.

Why Scottsdale Stopped Paying Homeowners to Replace Toilets

Scottsdale Water paid single-family toilet rebates from 1992 to 2023. When it reviewed what 30 years of them had bought, it found that most toilet replacements were occurring in homes that already had high-efficiency toilets, that the water savings were no longer statistically significant, and it ended the rebate. That is a city telling its own customers, in writing, that a toilet swap was no longer worth paying for.

What that finding does to a quote here

It puts the stamp before the catalog. A toilet marked 1.6 or 1.28 gallons that flushes cleanly and holds water in a sound bowl is a toilet with a failed part in it, and the part is what gets priced. The reasons left to replace one are physical, and they are easy to see: a cracked tank or bowl, a china pattern whose parts are no longer made, a bowl height that has become hard to get up from, or a toilet that keeps clogging on a drain line that is fine everywhere else. Toilets from earlier decades can take up to 6 gallons a flush, by the EPA's count, and those are the ones where a new fixture changes what the meter records.

Measure your own flush with a kitchen pitcher

This takes about ten minutes, and it is the only way to know what your toilet uses without trusting a stamp that may have worn away or been painted over. Close the stop valve behind the toilet to prevent water from coming in. Note where the water sits in the tank; it is easy to see because the china above that line is dry and pale. Hold the handle down until the tank empties. Then refill it from a two-quart measuring pitcher, counting as you go, until the water is back at the line it started from.

Four pitchers is two gallons. Three and a bit is 1.6. Two and a half is 1.28. A house whose toilets come in at three or four pitchers is a house where a replacement will show on the meter, and a house that reads two and a half is the house the City was describing when it closed the rebate. Open the stop again, flush once, and tell us the count when you call. It beats a stamp, because it is what your toilet does today and a stamp is what it was sold as in 1994.

What a repair on a sound toilet actually replaces

Inside the tank there are four things that fail, and all four are replaceable: the flapper or seal that lets water down into the bowl, the seat it lands on, the fill valve that shuts the refill off, and the small supply line feeding the tank. Under the bowl there is a wax ring and two closet bolts. A toilet that hisses, ghost-flushes or seeps at the base is reporting one of those, and none of them require the china to leave the house.

Where a rebate still exists

Rebates of up to $75 per WaterSense toilet remain open through April 30, 2027, for multifamily, HOA common-area and commercial properties, applied for by a property manager or a board member, and the terms change by program year, so check with Scottsdale Water first.

The number a replacement is built to

Where a fixture is replaced, Scottsdale's own plumbing code amendments (Ordinance 4550, in effect since January 1, 2023) set the flush volume and the faucet flow it must meet, and a 1.6-gallon toilet remains allowed where it ties into existing drain piping. That last point matters in the older parts of the city, because it means an original drain line does not force the choice.
