Strong at the yard, weak at the far end: the loss is happening between the two.
Pressure in the city system is the city's to manage, and the City of Phoenix calls 40 to 100 psi an acceptable range. Whatever a house loses after that, it loses inside its own pipe. A hose bib draws through a short run near where the water comes in. The shower at the back draws through it all, which is why that fixture complains first.

Galvanized pipe is a steel tube with a zinc layer over it. East Bay Municipal Utility District calls that zinc a sacrificial coating: it is there to corrode first, and once it is gone the steel underneath starts to go. Corroded galvanized pipe can show up as low pressure, as color in the water, or as both at once.

A cut section ends the argument: the bore is the whole story.
Iron corrodes in lumps. The mounds that build up inside the pipe are called tubercles, and they block flow where they sit. They narrow the bore, and a narrowed bore is what the far fixtures feel. It is why the trouble with old galvanized pipe arrives as leaks, color, and lost pressure together.
Why Age Will Not Tell You Which Runs Have Gone
Same house, same year, two different pipes
A peer-reviewed paper in AWWA Water Science reports that the inside of galvanized pipe ranges from nearly new continuous zinc surfaces to mostly unlined iron with thick layers of corrosion products.
A bathroom remodel may have left copper behind one wall, a slab repair PEX under the hall, and among the runs nobody has touched, age alone will not tell you which have closed and which have years left.
Where an earlier remodel left copper meeting galvanized steel, the residential code that Phoenix has adopted requires a copper alloy or dielectric fitting at that joint.

Walls, ceilings and older houses
New supply lines mean openings in drywall and ceilings. Drywall, texture, and paint go to a finishing contractor you hire directly. In homes built before 1978, we only take on work that leaves painted surfaces undisturbed, so the opening and the closing go to a lead-safe certified contractor you hire directly; we do not perform or arrange it. What we do is everything that happens in between. Once that contractor has the walls open and is coming back to close them, we do the plumbing inside: the repipe, the leak repairs, the shower and tub valves, and any remodel work in those walls.
What replacing supply pipe leaves alone
Drain and vent piping is a separate system. Houses of this age often have galvanized drain lines as well as galvanized supply lines, and those are a different job: our drain work stops at 1.5 and 2 inch lines, so a corroded drain stack goes to a specialist.

Confirm what you have
Exposed pipe at the water heater, the laundry connections, and the spot where the line comes up into the house get read first. A house worked on over decades can show two or three materials in different rooms, so one look is rarely the whole answer.
Get a section into daylight
Where an exposed length can be cut without touching a painted wall, we cut one and look down it. The bore settles what no amount of guessing at the tap will.
Put the scope on paper
Which fixtures the new pipe reaches, which runs stay, where the openings fall, and how the trades take turns. You see the number first.
Run the new pipe and switch the house over
New PEX goes in, the connections are made, the water comes back on, and the fixtures are run one by one. The old steel comes out of service.

What Galvanized Pipe Replacement Costs in Phoenix
Two things affect the number: how many fixtures the new pipe reaches and how far it has to travel to reach them. A single-story plan with the heater in the garage is a shorter job than a two-story house with stacked bathrooms. The written quote comes after the house is walked, and it separates the inside repipe from the buried run so you can decide on them one at a time.
Fees and discounts
A visit that ends with no work done incurs a $75 service fee, which is waived when the job goes ahead. Service calls of $300 or less take 10% off. Owners aged 55 or more and veterans save 15%; seniors, military, and first responders save 10%. A one-time $75 travel charge applies past 50 miles, and a job booked on a holiday is billed at 25% over the normal rate.

What Phoenix Adds to the Galvanized Question
How much of the housing here is old enough to be worth checking
The Census Bureau's 2024 American Community Survey puts close to four in ten housing units in the city of Phoenix, 271,588 of them, in the bracket built in 1979 or earlier. That describes the housing stock and says nothing about any single address.
Lead, and what Phoenix has found
Under EPA's Lead and Copper Rule Improvements, a galvanized line falls into a category called galvanized requiring replacement when it is, or ever was, downstream of a lead service line. EPA's reason is that such a line can adsorb lead particulates from upstream and keep contributing lead once the original source is gone. What puts a line in that category is the upstream lead. The City of Phoenix reports that it has found no lead service lines in the city and that Phoenix Water has conducted over 250,000 field investigations since 2021 without finding any. The city has published a service line inventory, and pipes.phoenix.gov is where you look up the material recorded for your address.
Where a permit enters the picture
Phoenix's building code exempts stopping a water pipe leak from requiring a plumbing permit. It then says that where a concealed pipe becomes defective and has to be removed and replaced with new material, the work is considered new work, a permit is to be obtained, and an inspection made. A closed-up run behind a wall sits on the second side of that line. Who pulls it varies, and either way it belongs in the schedule before the first wall opens.
Three Decisions on a Galvanized Repipe
All of it, or the part you can reach
Replacing the reachable runs is a real option and a smaller project. The catch is arithmetic: water reaching a new PEX branch still comes through whatever the feeding steel has become, so a new line downstream of an old one inherits its flow. Where only part goes, you hear which fixtures will feel the change.
Where a partial replacement ends
A new run can stop at the first fitting on the sound pipe, or carry back to the main so the whole branch is new. Stopping early is the smaller job and leaves a transition inside the wall; carrying back removes the question. Either way, that transition is a fitting nobody will ever see again, so it has to be right the first time.
What happens to the joints an earlier remodel left
A house worked on before usually has a stretch of copper spliced onto the galvanized somewhere, and the fitting at that junction is governed by the code sentence further up this page. On a partial job, it is a decision in its own right, because a new PEX run stopping short of one leaves that old connection in the wall, unseen and still a candidate for the next leak. If you know where any of them are, say so before the scope is written.

Look where the pipe is exposed: a water heater closet, a garage, under a sink. Galvanized is dull gray, joined with threaded fittings that have visible hex shoulders. Copper is reddish-brown and soldered. A magnet clings to steel and slides off copper and PEX.
Not for the whole project. New lines go in alongside the old ones with the water still on, and the house is down only for the cut-over, when the fixtures move across and the old run is closed off. Staged a zone at a time, each zone gets its own cut-over and ends with the water back on. You hear which part of which day that falls on before it happens. A day count comes only once the house has been seen.
The new lines land on the same equipment, so the connections at the heater, at a softener and at any pressure regulator get remade as part of the work. If one of those is at the end of its life, it shows up while the lines are open and goes on the quote before it is touched.
Run the cold tap alone for a minute, then the hot alone, and see which carries the color. Color on the hot side alone points to the heater; color on both points further back, at the pipe feeding them.
