The Town's permits page says its Plumbing Permit application “should be used for plumbing projects, including but not limited to repairing or replacing gas lines, setting up new sewer service, installing a water heater or re-piping an entire residence.” Questions about a specific job go to the Town's Building Safety Department at 6401 E Lincoln Drive.

Walls stay open until the rough check
On a permitted repipe, the order of the work follows the inspections. We run the new PEX while the walls and ceilings are open, and the openings stay open until the rough inspection has been done. A drywall start booked too early can mean reopening a finished wall.
What the inspector needs to reach
The rough inspection is done with the pipe exposed, so runs in the attic and in open walls remain accessible until then. Where a run passes through a finished ceiling, the opening that let it through stays open for the same reason, and the attic hatch stays clear.
Casitas and guest wings on the permit
Five-year federal survey figures (2020 to 2024) count 96% of the Town's housing units as detached single-family homes, so a repipe here usually covers a whole house on its own lot, sometimes with a casita or guest wing that draws water from it. Each building's openings are listed on the quote apart from the main house.
Estates from several eras
The Town incorporated in 1961, and its homes run from post-war estates on the foothills of Camelback and Mummy Mountain to recent rebuilds. The era does not change the permit route; it decides whether the pre-1978 rule on painted surfaces applies.

Replacing the heater with the repipe means one set of openings around it, and its new connections are planned once, together with the lines that leave it.

It can be, and it can just as easily wait, as long as the main house's pipe stops somewhere ready for it.
A casita that takes its water from the main house can be repiped in the same job or left for later. If it waits, the main house's new pipe ends where the casita's line branches off, ready for a later tie-in.

A rebuilt wing may already have newer supply lines, so the scope can cover the original part of the house and tie into the newer runs where they meet. The quote shows where the new PEX stops, and the tie-in points are left where the inspector can see where old pipe ends and new pipe begins.

Building Safety at (480) 348-3692 can say what applies to a smaller section. The Town's guidance names an entire residence, so have the address and the rooms involved ready when you call.
The Town's inspection list says: “Please note that the Town approved/stamped plans and permit must be on site at all times.” A spot near the front door or the work area, where an inspector can find them without searching, works well.
For building permits, the Town's application information asks for “a plumbing plan with isometrics for gas and waste/vent” and a completed Plumbing Fixture Calculation Worksheet. Building Safety can say whether a repipe on the Plumbing Permit application needs either; the fixture list on our quote is a starting point.
The correction is made while the walls are still open, and the inspection is requested again before anything is closed. The inspector's notes say what to change, and a copy is worth keeping with the permit papers.
The Town's list includes a Miscellaneous Plumbing inspection, #475, and asks whoever requests it to describe the work in the comments. Building Safety can confirm which inspections apply to your job.
That is your call. If both go ahead, the new pipe still has to pass the Town's rough inspection before the remodel closes any wall it runs through, so that inspection belongs in the remodel's schedule. Share the remodel dates early, so both schedules line up.
Keep the final inspection record with our invoice. If you sell, a buyer's inspector or agent may ask when the pipe was replaced and whether the work was inspected, and the permit number on the Town's paperwork answers the second part.
