“I hear the toilet tank filling in the middle of the night.”
A tank part has given up, and it is a part rather than a reason to replace the toilet.
Something inside the tank has stopped holding, and whichever of the two it is, the fix is a component fitted in the same visit and the china stays where it is. EPCOR's own figure is that a leaking toilet can waste hundreds of gallons of water every month, which is why it is worth booking early in the replacement conversation and not at the end of it.

A single-hole faucet can cover a three-hole sink with a deck plate, and many faucets ship with one. A three-hole faucet cannot shrink to fit a single hole. We check the count and the spacing against the new faucet's spec sheet before anything is disconnected.
“The box mentions a 12-inch rough-in, and we have no idea what ours is.”
That one measurement decides whether the toilet in the box will sit where the old one sat, and you can take it yourself in two minutes.
Put the end of a tape on the finished wall behind the tank, keeping clear of the baseboard, and run it out to the middle of the two bolt caps at the floor. Twelve inches is the common answer; ten and fourteen both exist, and a house that reads ten will refuse a twelve-inch toilet no matter how good the price was. While the tape is out, count the holes in your sink deck as well, because a single-hole faucet covers three with a plate and a three-hole faucet covers one with nothing at all.

That depends on who sends your water bill.
Look at the top of your water bill: it will name the City of Phoenix, the City of Scottsdale, EPCOR, or Berneil. The City of Phoenix publishes a toilet rebate, and the section below covers all four.
In Paradise Valley, Your Water Company Decides the Toilet Rebate
Paradise Valley does not run its own water utility. Depending on the address, a home here gets its water from Berneil Water Company, EPCOR, the City of Phoenix or the City of Scottsdale. Each sets its own conservation programs, so two neighbors replacing the same toilet can face different rules. Start with the company named on your water bill.
City of Phoenix water customers
Phoenix's program has offered up to $75 toward a new WaterSense toilet rated at 1.28 gallons a flush or lower. It is open to City of Phoenix water utility customers in single-family homes. The toilet being replaced has to use 3 gallons per flush or more; the new one has to be on the EPA's WaterSense list, and the application goes in online through myPHX311 within 60 days of the purchase, with a receipt, a photo of the new toilet in place, and a photo of the old one's flush rating. Funding runs while it lasts, so check the program before you buy.
The program's other limits
The program caps rebates at two toilets per premise.
Photograph the old toilet before it leaves
The flush rating on an older toilet is typically stamped inside the tank. Once we haul the old toilet away, that photo cannot be taken, so take it yourself before the visit.
City of Scottsdale and EPCOR customers
Scottsdale Water ran single-family toilet rebates from 1992 until 2023 and has since dropped them. EPCOR's Arizona conservation page offers customers a free kit with a low-flow showerhead and lists no toilet rebate; check with EPCOR before you buy. EPCOR's Paradise Valley district serves about 5,300 connections, so EPCOR is the answer for many Town addresses. Berneil customers should ask the company directly before buying a new toilet.
Why so many original toilets qualify
The EPA notes that toilets installed in 1994 or later flush at 1.6 gallons. Census estimates show about 58% of Paradise Valley housing was built before 1990. A home from that era may still have an original toilet that uses 3 gallons or more per flush, which is the one Phoenix's program is designed to replace. Swapping a 3-gallon toilet for a 1.28-gallon model cuts the water per flush by more than half, rebate or not, which is the case for replacing it on EPCOR, Scottsdale, or Berneil water too. Swapping two original toilets in the same house doubles that saving. The EPA puts a WaterSense model at 20 percent less water than the current federal standard of 1.6 gallons, so even a toilet from the 1990s has room to improve, though it will not pass Phoenix's old-toilet test.
