The same report describes a system that blends river supplies with some groundwater and serves several pressure zones, with new wells planned to help deliver water to “all pressure zones.” A system built that way reports ranges, and the average in the middle may match no single street.
What engineering research says about pinholes
A paper on copper pinhole failures in the American Society of Civil Engineers' water resources journal lists possible causes: “specific water qualities, microbial activity, hydraulics, and other installation factors.” It then adds that “advice from local experts and past service history should still be given priority in assessing the likelihood of problems.” The same abstract notes “hotspots” in the United States where pinhole failures “have been documented to occur at a fairly high incidence.”
What that means for a Glendale quote

Two failures far apart in time and place may point to repairs for now; the record is kept, each repair goes into the log dated and placed beside the others, and if a third turns up the picture changes. Repeated leaks confined to one bathroom or one wing say something else entirely, and they make a case for repiping that zone while the other rooms stay on the old pipe until they show a problem. The quote shows where the new pipe for that zone meets the old one.

What shows and what has happened can disagree.
An inspection finds the pipe exposed on one day. The two leaks since then are part of the record too, and both go into the assessment alongside what the visible pipe looks like now, with the dates of both leaks in the log.
