These two arrive together more often than either arrives alone.

Water at the base can come from a relief valve, a drain valve, a loose connector, or the tank itself, and the first three are repairs while a shell that has rusted through takes a whole heater. Tracing which one it is means following the relief discharge line, and on a Glendale tank that line is the thing worth looking at anyway. A discharge that is capped, undersized, or finished inside a wall hides the evidence of what the valve has been doing, and the valve is there to send scalding water under pressure somewhere it can be seen.

The City of Glendale's Building Safety Q&A answers the question directly. Asked whether replacing a water heater needs a permit, it says: “You do not need a permit if it is installed by a licensed contractor. (Residential Only.)” That one line shapes how a Glendale tank job runs.

A new tank the same day

With no permit application and no inspection to book, a like-for-like replacement can be finished on the day the old tank fails. For a household facing cold showers, that is the practical upside of the rule.

Nobody from the City checks the finished work

The exemption removes the inspection requirement, and the code requirements remain. On a residential swap, the installer is the only one confirming that:

the relief valve's discharge line runs to an approved spot;
thermal expansion has somewhere to go when the house is a closed system;
a gas tank's vent is connected the way the code and the maker require;
an indoor or closet tank sits in a drained pan, and the gas connection has its sediment trap.

A fifth item, which no inspector would have looked at anyway

The four above are what an inspection covers. One more belongs on a Glendale list and appears on nobody’s: the anode rod. The City’s 2025 report puts total dissolved solids at an average of 548 parts per million, with readings as high as 1,360 parts per million, and the anode is the component designed to be eaten away in place of the tank’s steel. In water carrying that much, it goes faster. Nobody inspects an anode on any job in any city, which is why the one visit you get is the one chance to have it pulled and looked at.
