A tankless heater does one job: it raises the temperature of water as it flows through. How much it has to raise it depends on how warm the water is when it arrives, and in Glendale that changes a lot with the season.
What the City measured
The City of Glendale's 2025 water quality report lists tap water temperatures ranging from 12.9 to 39.7 degrees Celsius, with an average of 25.3 degrees Celsius. In Fahrenheit, that is about 55°F at the low end, 103°F at the high end, and 78°F on average.
Sized for the coldest water
To deliver water at 120°F from a 55°F supply, the unit must add about 65°F. Manufacturers publish how many gallons per minute a model can deliver at different temperature rises, and flow drops as the rise increases. We read that chart at the cold-end rise, then check it against the showers, sinks, and appliances your household runs at the same time. The yearly average, about 78°F, describes no particular season, so it plays no part in sizing. A unit chosen based on warm-weather numbers can come up short when the supply is at its coldest.
A Glendale sizing example
Glendale's own fixture ordinance caps a showerhead installed today at 2 gallons per minute and a kitchen faucet at 1.8. Two showers and the kitchen sink running together come to about 5.8 gallons per minute. The question for the unit is whether it can deliver that much water at a 65-degree rise, and a model's output at that rise can sit well below the headline figure on its box. Older showerheads that predate the ordinance can use more, so we look at what is actually on the wall.

At the end of the year, water arriving near 100°F requires very little additional heat. Every gas tankless burner has a lowest setting it can fire at. When a small draw needs less heat than that, the water can overshoot, or the burner can cut out and relight in a cycle that feels like a shower going hot, then cool. Model choice, the temperature setting, and how the unit handles low flow all matter here, and we set them with the warm months in mind.
