Nothing is leaking, so this is the second test failing.
One side slow and the other normal points at that side's own path: the stop under the sink, the line off it, or the cartridge and aerator at the fixture. Each is checked in turn.

The code names laundry facilities alongside the sinks, and that tap is the one nobody walks past.
A tap behind a machine gets opened once a decade, so scale settles in its seat, and the hot side shows it first. The stop, the line and the tap are read in that order, and the machine's own inlet screens get a look while the water is off.

A toilet refilling on its own is water moving past a flapper or a fill valve that has stopped seating. Which of the two gets settled at the tank. A cracked bowl or tank is the case where the fixture itself goes.

This takes ten minutes and no tools. Open only the hot tap at each sink, lavatory, bath and shower, one at a time, noting which come up to temperature, which are slow and which do nothing. That walk is the second of the code's two tests, done by you, and it usually turns up a fixture nobody had thought to mention.
The stop and the line behind each fixture tried
At each fixture on the list, Pavel (Paul) closes the angle stop, reopens it, and looks over the supply line behind it. A stop that seizes, spins, or leaks once moved goes on the quote, and you hear that before it is touched.
One written price, leaks first
The quote puts what is leaking at the top and what has stopped running underneath, because water on a floor sets its own pace. You decide how much goes ahead.
Swapped, run through and taken away
Pavel (Paul) sets the new fixture, reopens the stop with an eye on the joints, and uses the thing in earnest before it is signed off: a toilet flushed right through, a faucet run on both sides. The old fixture and its packaging leave with us.

The Code El Mirage Adopted Asks Two Things of a Fixture
Which code, and how it got here
In May 2023, the El Mirage council adopted a stack of building codes by ordinance, among them the 2018 International Property Maintenance Code, taken up “together with” the city's own written amendments to it. Those amendment documents are held on file with the City Clerk, which is why everything here is described as the code the city adopted. For the exact wording at your address, the city's Building Safety counter is the place to ask.
Test one: free from obstructions, leaks and defects
The maintenance code's general rule on fixtures reads that they “shall be properly installed and maintained in working order, and shall be kept free from obstructions, leaks and defects” and be “capable of performing the function for which such plumbing fixtures are designed.” That is the half most owners already have in mind: the drip, the run-on, the bowl that empties slowly.
Test two: hot as well as cold, and it names the rooms
The second rule is the one that gets missed. It says that “kitchen sinks, lavatories, laundry facilities, bathtubs and showers shall be supplied with hot or tempered and cold running water.” It is a list of places, and a house passes or fails it one fixture at a time. Nothing is leaking at a sink whose hot side has given up, and it still falls short.
What that does to the quote
It changes the order of work and what gets replaced. The seized hot-side angle stop under a vanity is the small part that usually gets left for next time, and under a standard asking for a working hot side, it goes out with the faucet. The same logic sends a cracked tank to replacement where a fourth flapper would have been the reflex, and puts a laundry tap that has lost its hot side on the list beside the bathroom people actually notice.
Who it is written about
The maintenance code speaks about structures and premises generally, so it draws no line between a house somebody owns and lives in and one they let out. Anyone arranging fixture work at a property they do not occupy usually wants the dated invoice most.

The standard El Mirage took up does ask that fixtures be kept in working order and without leaks or defects. It is a maintenance standard, so what a homeowner gets out of it is a checklist and an order of work, and no more than that.
Under that sink. One fixture behaving differently from its neighbors points at its own hot-side path, so the stop, the supply line, the cartridge, and the aerator get looked at, in that order.
That is what the stop under the fixture is for, and it is the first thing tried. Where it holds, the house stays in water throughout. Where it has given up, the shutoff moves back to the next valve that does hold, and the work is sequenced around that.

What any particular job needs from the city is the city's answer, and El Mirage's Building Safety counter handles that question. The two jobs do separate, though: replacing a toilet where it stands is one thing, and moving one to a new spot is another, since it means a new three-inch drain.
