Placement Questions That Come Up Before Anything Else
One thing before the calls themselves. A condensing unit makes water while it runs, and that condensate has to reach a drain or a disposal point, along with any neutralizer the installation calls for. Indoors, the run is short. On an outside wall, it crosses ground the setback rule takes an interest in, so it is drawn at the same time as the unit's position and measured on the same visit.
“Can it just go on the side of the house where the old tank vents out?”
It depends where the lot line runs, and that gets measured.
The side wall is the shortest route for gas, water, and the flue at once, which is why it is the first place anyone looks. What decides it is the distance from that wall to the property line and the setback required on that lot. The tape comes out before the answer does.
“The only clear wall faces the neighbor's fence a few feet away.”
That is the narrow side, and it is the one the rule bites on.
In the city's suburban neighborhood zone, the interior side setback is 5 feet at minimum, and other zones have different numbers. A cabinet standing proud of the wall, plus the clear space the maker's instructions ask for around it, takes up part of whichever dimension applies. What you get from the visit is the figure at that wall, measured in inches, so the decision rests on a number.

El Mirage Keeps a Required Setback Clear From the Ground to the Sky
The sentence, and the list that follows it
The El Mirage zoning code opens the subject flatly: “Every part of a required setback shall be unobstructed from ground level to the sky, except as follows or otherwise stated herein.” Then it lists what is allowed to sit in one, and the list is architectural: “posts; sills; pilasters; lintels, cornices; eaves; gutter; awnings; bay windows no more than ten feet in width, open terraces; uncovered porches; steps; stoops; chimneys; ornamental features; open fire escapes; sidewalks; exposed ramps (wheelchair) or similar features.” Even those are held to a limit, “provided they do not extend to a distance of less than three feet from any lot line.”

Whether a wall-hung appliance is read as an obstruction in a required setback is the city's call, and the week to ask is the week the quote is written, well before a unit is sitting in its box waiting on the answer.
Five feet, in the city's suburban neighborhood zone
The city's table of zone standards, effective June 2, 2022, sets the dimensions zone by zone. In SN, the suburban neighborhood zone, the interior side setback is “5 ft.” at its minimum, the side street setback is 10 feet, and front and rear are 20 feet each. A footnote adds: “No setback is required if structure is fire resistant per International Building Code and Fire Code (IBC and IFC).”
What a setback means for a cabinet on a wall
A tankless heater is no flat panel. The cabinet stands off the wall; the gas and water connections run beneath it, and the manual calls for clear space to the sides, above, and in front. All of that happens inside a side yard that had little room in it to start with, which is why the number that matters is the one taken from the lot line.
Where the flue comes out is a second measurement
Vent terminations have their own clearances, specified by the manufacturer and incorporated into the fuel gas code the city adopted. Those are about windows, doors, soffits and grade, and are worked out separately from the setback. A wall can satisfy one and fall down on the other, so both get measured.

No. The rule is about what may occupy a required setback, and plenty of walls sit well clear of one. Which walls those are is a measurement, and it gets taken before equipment is ordered.
Ask the city. El Mirage's Building Safety and Planning staff hold the zoning map and can tell you what applies at your address. A citywide table is different from a ruling on one lot.
The city's table carries a note saying no setback is required where the structure is fire-resistant to the building and fire codes, which turns on how the wall itself is built. The clearances the unit's manual requires hold either way, and those are the ones on your quote.
Sometimes, and it is the first thing checked. A tank sits on the floor, and a tankless unit hangs on a wall, so the two want different things from one room: the wall carries it, the flue has to get out, and the condensate has to get away.
The dimensions do. The table gives a side street setback of 10 feet against 5 for an interior side, so a corner lot holds more ground clear on its street-facing side. That changes the shortlist.
Roof arrangements sit in a separate part of the city's zoning code with their own conditions, and a wall-hung unit on a house does not go there. On a house, the whole question stays at wall height.
That depends on the unit's input, what else draws from the system, and the length of the run from the meter. It is worked out from the maker's figures and the piping actually in the house, and an upgrade is priced on the same quote.
