El Mirage Names Gas Lines in Its Encroachment Permit, and That Splits the Job
Where your ground stops
A gas line is one of the few plumbing jobs that can leave a property altogether. El Mirage deals with that in the streets and sidewalks part of its code, through a utilities encroachment permit, and the code spells out what it has in mind: “Examples of utilities for which this permit would be applicable would be non-city owned or operated water, sewer, irrigation, effluent, electric, and gas lines.” Gas is on that list by name.
A separate application, at a separate desk
The permit is its own piece of paper. The code reads that “any person desiring an encroachment permit pursuant to this section shall file an application with the Engineering Division in the form prescribed by the city, together with that part of the non-refundable application processing fee established by Council resolution.” The gas piping inside your lot line is building safety's subject. The length of it that reaches city ground is engineering's. Two desks, and one job sitting across both.
It brings an inspection with it
The same section lists what the fee has to cover, including “the inspection fee which covers the cost of inspection of the construction, work, or installation to ensure it meets all city requirements.” That is a second inspection attached to a second permit, and it belongs to the part of the run standing in city ground.
Opening a street is a class of its own
Where the work would break the street surface, the code adds a further permit class, one that “applies to any person desiring to place, install, construct, operate or maintain any pipe, equipment, lines, cable or other facilities in, upon or under the surface of any highway, public place, street or right-of-way.” A trench crossing a roadway or an alley is what that sentence is about, and it is a different animal from a trench crossing a backyard.
What all of it does to your quote
It turns one estimate into two. The on-lot piping is priced from its own length, its own fittings, and the load of the appliance at the end of it. Anything past the property line is priced separately, and the sheet says which half is waiting on which part of the city.
What goes in the ground
Buried runs are made in coated steel, or in polyethylene with a steel riser where the pipe comes back up out of the ground, and sleeved where they pass under a driveway or a patio slab. Pavel (Paul) sizes the pipe from the appliance's input together with everything already drawing on the system, which is a different question from the size of the fitting on the appliance itself. New piping goes under pressure before anything is connected to it.
The one date the city takes off the table
El Mirage's building code sets out when exterior work may go on, and the part of it that bites on a gas job is the exclusion: “No work shall be conducted on any legal federal, state or city holiday unless urgent necessity exists as described in division (A) above.” The exception there is narrow, and a trench booked weeks in advance does not fall under it. Our own holiday work is billed at 25% above the normal rate, so the simpler route on a dig here is a different date, since the ordinance has taken that one out anyway.
Pipe, Repairs and Caps: The El Mirage Gas List
Most of it is new pipe: a run to a range or cooktop, a clothes dryer, a water heater or tankless unit, a built-in grill or fire feature, an outdoor kitchen or patio heater, or a standby generator. The rest is repair work on pipe already in the ground or the walls, and capping off where an appliance has gone.

Four Stages, and the Property Line Decides the Second One
The appliance, the spot and the meter
Stand at the meter and look toward the spot the appliance has to end up in. If the straight line between those two points leaves your property, this is a two-permit job, and it is worth saying so on the first call. Those two points between them usually settle whether this run can stay on your ground.

A price written in two halves
The on-lot run gets its own figure. Anything reaching city ground gets a second one, with the encroachment permit named against it, so you can see which half of your job belongs to which part of the city, and what the whole of it comes to together.
Laid, put under pressure, then connected
The pipe goes in, gets sleeved and riser-fitted where the route calls for it, and is brought up to pressure before anything joins it. Then the lot-side ground goes back, and the appliance is hooked up. Any stretch in the right of way closes under its own permit.

Where the route passes under a driveway or a patio slab it is sleeved, so the pipe is protected and can be drawn out later without breaking concrete. That is a materials line on the quote, and the driveway being yours keeps the whole job inside one permit.

Piping that crosses an alley, a street or a strip of right-of-way is exactly what the city's encroachment permit is written about, and the code names gas lines among its examples. The on-lot piping is quoted as one item and the crossing as another.

A line left behind by an appliance that has gone is either made safe where it stands or taken back to a point that suits what you plan next. Repairs to existing pipe work the same way: the section is opened, the fault found, the pipe made good and the run put back under pressure before anything is reconnected.
