What Wears Out in an El Mirage House Built in the 2000s
About 63% of the city's homes were built between 2000 and 2009, and more than eight in 10 are single-family houses. In a house of that age, these are the parts we check first.
The water heater, first or second time around
A tank installed with the house has outlived its six-year factory warranty several times over. Many owners have already replaced it once, and those second tanks may be past their warranty too. Check the date on the label. If yours is the original, a replacement you plan now, on a day that suits you, is far easier to live with than one forced by a leak in the garage.
Faucet cartridges and angle stops
Faucets installed during the boom years, now around 20 years old, start to drip at the spout or leak under the sink. The small shutoff valves under sinks and toilets, called angle stops, can seize or weep when someone finally tries to close them. Replacing the stops during a faucet job means you can actually shut the water off at each fixture the next time.
Toilet fill valves and flappers
The City of El Mirage identifies flapper leaks as the most common type of leak found in a home. A toilet that runs on its own or refills in the middle of the night wastes water every hour, and the fix is usually a flapper or fill valve, sometimes a new toilet if the bowl or tank is cracked.
Your two shutoffs
The City of El Mirage directs homeowners to two places to shut off the water: the meter box in the front yard near the street and the main valve at the house. The city's tips separate the older gate-style main valve from a ball valve, which closes with a quarter turn. If yours is a gate valve that no longer turns freely, replacing it with a ball valve is a small job, permitted where the city requires it.
Supply lines to the washer and fixtures
Braided and rubber supply hoses have a service life, and a burst washer hose can put a lot of water on the floor fast. If the hoses behind your washer are the ones hooked up when the house was new, replacing them is a small job.
Every Water Heater in El Mirage Needs a Permit
Some Valley cities allow a like-for-like water heater swap to proceed without paperwork. El Mirage does not. The city requires a permit to install or replace any water heater, including tankless models, and it inspects the work. Its residential guidelines spell out what a compliant installation includes, and a tank that was fine in 2004 may be missing some of it:
The line from the meter to the house
The same city guidelines apply to the water supply line running from the meter box to your house. Repairing or replacing it requires a permit, and the city requires a shutoff valve before the line enters the house, at least 12 inches of cover over the pipe, and vacuum breakers on every hose bib. Work that ties into the city main or crosses into the right-of-way needs a separate engineering permit from the city. If the repair stays on your side of the meter, we factor in the city's requirements from the start.
The city inspection
The city inspects on weekdays between 7 a.m. and 1 p.m., and inspections requested before 1 p.m. are done the next business day. We tell you the day so you can plan for the inspector's visit.

El Mirage Water: City Wells, Moderate Hardness
El Mirage runs its own water utility. Its tap water is groundwater pumped from nine city wells, and the same system also serves the original town site of the neighboring city of Surprise. Every source listed in the city's 2025 report is one of those wells.
Moderate hardness, 4 to 9 grains
The city recommends setting home softeners at 7.5 grains. Its water quality report lists hardness at 4 to 9 grains per gallon, depending on which well supplies you, with an average of 7. Program the softener to that recommendation, and revisit the setting if spots start appearing on glass and fixtures.
Moderate water still leaves sediment in a tank and scale inside a tankless heat exchanger over the years. A tankless unit benefits from periodic descaling, and ours is a flat $250.
Arsenic and nitrate levels
The city's 2025 report shows no violations. It also shows arsenic as high as 9.4 parts per billion against a federal limit of 10, with one city well running an arsenic treatment system, and nitrate up to about 7 parts per million against a limit of 10, with the standard advisory for infants. By that report, the water meets current federal standards. If you would like an extra margin at the kitchen tap, a reverse osmosis system certified for arsenic and nitrate reduction is the usual way to get it.
Lead results and service lines
In the 2025 report's lead and copper sampling at 30 homes, the 90th-percentile lead result was below the detection limit, and no home exceeded the action level. The city's service-line inventory counts more than 15,000 lines, with about 10,900 confirmed as non-lead and the rest still being verified.
Businesses in the south industrial area
Homes get their water and sewer from the city. The exception is commercial and industrial property south of Peoria Avenue and west of El Mirage Road, where EPCOR holds a 2022 water and sewer franchise for commercial and industrial customers, apart from two complexes the city still serves. If you manage a building there, check which utility bills you are responsible for before planning work on the service side.
Electric Tank, Gas Tankless, or Heat Pump?
About 78% of El Mirage homes heat with electricity and about 15% with natural gas from Southwest Gas. So many houses here likely have an electric tank in the garage. When one of those tanks is due, there are three realistic paths.
Another electric tank
The simplest replacement: same fuel, same spot, same circuit if it is sized correctly, and the quickest to schedule.
A heat pump water heater
A heat pump model pulls heat from the surrounding air and runs on a fraction of the power that an electric tank uses. Garages suit them. Your electric company may have a rebate; ask before you choose.
Gas tankless
If the house already has gas, a tankless unit is possible, subject to the gas-line check on the city's permit list above. In an all-electric house, Southwest Gas would first need to provide service and a meter; if it can, we run and permit the piping from the meter to the unit. That is a bigger project, so we price it next to the simpler options.

A supply line bursts under a sink, and the homeowner heads for the main valve at the house. It is a gate valve that has not been turned since the house was built, and it will not budge.
The water gets stopped at the meter box instead. Once the leak is repaired, the stuck gate valve is worth replacing with a ball valve, so the next shutoff takes a quarter turn.
The softener that moved from a harder-water city
A family moves in from a city with much harder water and brings a softener still set for it, at 15 grains or more.
Here that setting regenerates far more often than the city's well water needs, wasting salt and water. Resetting it to match the city's water fixes it.
