The sentence in the city's water code
Chapter 50 of the El Mirage city code is the city's water code, the part that speaks to its own water customers, and one section in it stops to talk about water heaters. It says that “the chances of thermal expansion increase dramatically whenever a water heater is old or not well maintained,” warns that a temperature and pressure valve is “not designed to be used repeatedly in this manner,” and then names two ways the part goes bad: T and P valves “can be removed or altered and made inoperable by an uninformed property owner, and can also be affected by scale buildup.”
And the interval it puts on the part
The same section closes with a figure: “it is recommended that the T & P valve should be exercised at least once a year and replaced at least every five years.” That is a recommendation the city makes to the people it supplies with water. No inspector arrives to read it, so it lands on whoever is standing at the heater with a wrench.
Five years belongs to the valve
The figure is about the valve and nothing else. It makes no claim about how long a tank lasts. What it does say is that a fitting most owners treat as permanent carries a stated service life in the city's own words.
What scale build-up does to a seat
Scale gathers at exactly the point that has to close: the seat the disc drops back onto. So the check has to be physical. The lever is lifted, and what matters is what happens when it is let go, whether the valve closes clean and stops or keeps passing.
The pipe on the end of it
A relief valve that opens has to have somewhere to put what it lets out. On tanks in service twenty years, that pipe has often been shortened, reduced, threaded into a fitting it was not built to meet, or closed off at the end by an owner tired of the drip on the slab. A valve behind a stopped line has no way to do its job, so the pipe is followed to its end before either one is priced.

He follows the discharge pipe from the valve to where it ends, and whatever is at the end is part of the finding. A capped, plugged or shortened line is written up as work of its own.

It reads as a recommendation in the city's water code, so it is advice the city gives its water customers, with no permit condition behind it. The practical use is that it gives the age at which a part is no longer considered good, and the source is the city itself.
Best left alone. What comes out is at tank temperature, and a valve of the age this page is about may lift and then refuse to close, which leaves you shutting the heater down in a hurry with hot water still running. It is a two-minute job for somebody who has the replacement valve in the van.
Yes. It threads into its own port on the tank, so the water is shut off, the level is dropped below that port, the old valve is taken out, and the new one is put in, and the pipe is remade onto it. It is a short job on a heater that is otherwise sound.
A new tank arrives with a relief valve on it from the factory. What does not come in the box is the pipe running out of that valve, which is cut and run on site for the spot the heater stands in, so that part of the work is made new on a replacement.
