The obligation, in the City's own words
Phoenix City Code section 37-27(B) addresses water customers and states a duty: “Each customer must maintain water pipes, faucets, valves, sprinklers, plumbing fixtures or any other water appliances in good repair to prevent waste of water.” Valves are on that list alongside fixtures.
And what sits behind it
The same subsection carries the consequence: “If a customer fails to maintain water facilities in good repair, the Director may terminate water service to the customer's property in an emergency or after providing ten days' written notice,” and “The customer must pay all fees and charges relating to the termination and restoration of water service before water service is restored.” Ten days and a restoration charge are a different problem from a noise in the night.
Whose side of the meter this is
Section 37-27(A) settles that in one line: “Each customer served by City water is responsible for all leaks, or damages due to leaks, downstream of the customer's point of service delivery.” The house sits on that side.
Why the section is being pointed at now
Phoenix's Drought Management Plan is active, and a Stage 1 Water Alert has been in effect since June 2022. The code section describing Stage 1 is specific about enforcement: under section 37-126(B), “City personnel will direct resources to enforce all existing City codes that impact water use.” Section 37-27 is one of those codes. The stage adds no new rule about your toilet; it points staff at the one already written.
What that changes about the order of a visit
It turns triage into a question with an answer. Where a house has three toilets, and two are suspected, the one actually passing water is opened on the first visit and the rest is scheduled behind it. That works only if somebody knows which one it is before the van arrives, which is what the next section is for.
Five Stages, and the First Two Happen Without Us
The dye goes in the tank at bedtime
This part is yours, and it costs nothing. Last thing at night, lift the lid off each toilet tank, put a few drops of food coloring into the water in the tank, put the lid back, and leave that toilet alone. Nobody flushes it. What is in a tank has not been used; it is the supply waiting for the next flush.
The bowl gets read before anything else in the morning
In the morning, look into the bowl before the toilet is used. Color in the bowl means water crossed from the tank overnight with no one touching the handle, which points to the flapper or the seat it lands on. A bowl still clear means that the toilet is clear. Do it in every bathroom on the same night, including the ones nobody uses, and write down which bowls colored.

The fixture that colored the bowl is the one taken apart
On the visit, that one is opened ahead of everything else on the list. On a toilet, that is the flapper and the seat under it, the fill valve and where it shuts off against the overflow, then the stop and the supply beneath. On a faucet, it is the cartridge, the seats, and the connections below the deck.

Once the part or the fixture is in, the old one goes on the truck, the tank is dyed a second time, and the bowl is watched with you standing at it.

What Owners Describe, and What the Tank Usually Says Back

That is the fixture the code section was written about.
A tank that tops itself up is losing water to the bowl between refills, and the loss continues even when the noise does not. The overnight check names it in one night, and that toilet goes first. The part is usually the flapper or its seat.

Section 37-27(B) puts valves beside faucets and fixtures, so a stop seeping for a year is the same kind of item as a dripping tap. It also tends to be the part that refuses to close when somebody finally needs it to, and it is worth doing while the fixture above it is off anyway.

That is the ordinary result, and it is why the check is worth a night.
A toilet nobody flushes gets no attention, and a leak in one makes no sound anybody is around to hear. On the City's wording, it is still a fixture out of good repair. Running the check everywhere on one night turns three suspicions into one address for the work.

The handle is not the part.
A drip from the spout with the handle shut points at the cartridge or at the seats meant to close the water off, and turning harder reaches neither. It is a part and a short visit. Where the faucet body itself has gone, it is replaced in any make, and the old one leaves with us.

If it is left ten minutes, the check finds the obvious ones and misses the rest. Overnight is what makes it worth doing, because a slow leak can take hours to move enough color to be visible.
