Two routes taken on the same walk

Pavel (Paul) paces the direct line from the meter to the appliance, then the line that keeps off the low ground. He takes the length and rise on each, reads the appliance's rating plate, adds it to whatever already draws off the meter, and settles which crossings the direct route makes. On an overlay lot, the disturbed strip is measured in the same walk.

Nothing is cut until you have picked one of the two lines

The sheet carries both routes with their lengths, what each needs in terms of permits, and what putting the ground back costs. Once you have picked, the trench is opened on that line, the pipe laid, made up and finished at a shutoff beside the appliance, and the run held under pressure before anything is connected. That is the point at which the route on the sheet becomes the route in the ground.

A Village Laid Out Around Its Washes, and a Code Section That Notices

What the City says about the ground here

The City's own page for this village states it plainly: “The Village has natural washes that generally flow from the northeast to southwest.” The Desert Ridge Specific Plan was drawn with them in it: “all wash corridors will include desert plant material located within corridors a minimum of 150 feet in width separating adjacent development.” The lots were arranged around those corridors.

The section that turns a wash into a permit question

Phoenix City Code section 32A-6(A): “No person shall obtain a building permit ... for work in or over any natural watercourse, drainageway, canyon, ravine, arroyo or other potential flood hazard area without first having obtained a grading permit from the Planning and Development Director.” The word order is the point: the grading permit comes first, and everything else queues behind it. Nothing in that sentence turns on how deep the cut is. What it turns on is where the work happens.

Which is why the route gets decided with a tape

Two lines to the same casita can be two different jobs. One stays on the lot, clear of the ground that carries water. The other clips the drainage and becomes a grading permit first, then everything else, on a calendar somebody else keeps. Twenty feet of route often separates them, and on paper that is free.

If your lot is in the desert character overlay

The City lists two desert character area overlays as applying to this village under section 653 of the Zoning Ordinance, and the overlay map determines whether a lot is within one. Where it does apply, the wording on utilities is one sentence: “Utility line installation shall be allowed with minimal disturbance necessary and restoration of the disturbed area mandatory.” A route on such a lot is chosen for the narrowest strip it can be built in, and putting that strip back is priced at the start.

Three Yards, Three Versions of the Same Question

Then the first thing measured is the ground between the two, and not the distance across it.

A view fence is a boundary and not a drainage line. Where the ground inside your own wall already falls toward the corridor beyond it, the route stays on the high side and crosses at the flattest point available, and the length that adds carries its own figure. The shorter way across is a different permit sequence, so both get priced.

That is the long diagonal, and the diagonal is the route that most often meets the low ground.

The shortest line between two points on a lot like this tends to cross whatever the lot drains toward. Pavel (Paul) paces the diagonal and the perimeter route both, writes down the length and rise of each, and prices them together. Sometimes the longer route is the simpler job, and you should decide that with both figures visible.

The third version of the question arrives with no trench in it at all: there is gas out to the patio already, and the ask is to tee off it. That one gets settled by reading the pipe that is in the ground. An existing branch has a size and a length; whatever hangs off it carries a rating plate, and the new appliance's rating goes on top of that total with the run measured back to the meter. Where the existing pipe carries the load, the tee is a short job, and no ground is opened. Where it falls short, the route becomes the question again, and the walk at the back of the lot is where it starts.
