Who Supplies Your Water in Desert View
In this part of the Valley, your mailing address does not always tell you who supplies your water. Tatum Ranch homes, for example, carry Cave Creek mailing addresses, yet the City's Desert View village plan lists Tatum Ranch Golf Course among the village's assets. There are unincorporated county pockets within the village area, too, such as a parcel near Lone Mountain Road and 56th Street that, according to the county, will receive its water and wastewater service through an agreement between Phoenix and Scottsdale. And north of the village edge, some homes with Phoenix addresses are on a separate water system altogether.
It matters when something goes wrong. A leak at the meter or a problem in the street is the responsibility of whoever issues your water bill, and any permit comes from whichever government your property actually sits in. Everything past the meter on the house side, from the yard line to the water heater and fixtures, is generally plumbing we handle no matter who supplies the water.
Long yard lines up north
North of the Desert Ridge core, homes on larger lots can have long runs between meter and house, and more lines out to hose bibs, barns, and pool equipment. A leak along one of those runs can go for weeks without a visible wet spot. A water bill that jumps, or a meter that keeps moving with everything turned off, is the usual first clue.

A Village Still Being Built
Desert Ridge started as state land under a grazing lease. Phoenix annexed it and adopted a specific plan around 1990; the first state land auction came in 1993; and the master developer and the City laid the trunk water and sewer lines starting in 1994. The State Land Department is still selling parcels, including another 293 acres in Desert Ridge in April 2026, so the building is not finished: 1990s houses already stand beside land still being sold.
In ZIP code 85050, the 1990s are the biggest building decade, so original fixture parts in those houses are aging, and any tank past its 6-year factory warranty should have its date checked on the label. In ZIP code 85054, about half of all homes were built in 2010 or later and are just reaching their first repairs. The right answer for a 1998 house and a 2018 house on neighboring streets can be completely different, so we start by asking when yours was built.
Colorado River water
The City says its north Phoenix customers, more than 400,000 people, get almost all their water from the Colorado River. With Colorado River shortages, Phoenix built a Drought Pipeline to move Salt and Verde River water north, and it is rebuilding its Cave Creek Water Reclamation Plant to purify recycled water to drinking standard, enough for about 25,000 households. A dripping faucet or a toilet that keeps running in a Desert Ridge house pulls from that same stretched supply, and both are usually quick repairs.
