What has actually failed
On an electric tank, Pavel (Paul) works from the breaker to the high-limit reset, the upper and lower thermostats, and the two elements. On a gas tank, he works from the pilot or the igniter to the thermocouple and the gas control valve, and looks at the flue connection and the flexible gas connector while he is there. Either way, a tank weeping from its own shell is past repair and the conversation changes.

Out, in, and away on the truck
The old heater is drained down through a hose, the union and the flexible connector are broken, and it goes out along the route agreed at the quote. The new tank is set, leveled and connected, and brought up to temperature. Then the old one goes onto the truck and leaves the property, which is the part of the day this community has no other easy answer for.

In an Unincorporated Community, the Old Tank Has Nowhere to Wait
For a tank job the difference lands on one object: the heater that comes out. On the unincorporated side, the Council buys waste collection for everybody under a single contract, and the rate exhibit to that agreement spells out what the money buys: “curbside collection of (1) 95 gallon trash container and (1) 95 gallon recycling container one time per week per Exhibit H; plus curbside bulk waste pick up on a bi-monthly schedule (six times per year).” Two containers a week and six bulk collections a year, against a drained 50-gallon steel cylinder that fits neither.
So the heater goes on the truck. Pavel (Paul) drains it, brings it out along the route agreed at the quote, and takes it away, and its removal is a line you can read on the written price.
The work itself is the same on either side of the freeway, and so is the way it is quoted. What changes is the sentence at the end of the day about where the old heater went, and on the county side that sentence has to be answered by somebody, because the calendar will not answer it.

Water arriving from the body of a heater that old means the heater is finished. Yes. A 50-gallon tank holds well over 400 pounds of water, and a drained tank is still not a one-hand lift. The draining is done through a hose at the house, and it is part of why a swap is booked as a visit and not as a ten-minute call.
A failed thermostat, element, igniter, or gas valve is small enough to leave in the van, and so is a spent anode rod. Only a replacement produces something the household would otherwise have to find room for.
The work is the same, and it is quoted the same way. The invoice goes to whoever approves it, and the written quote can go to one address while the visit happens at another.
Then it stays with you, and that line comes off the quote before you sign it. Some owners want the shell for a workshop or for a scrap run of their own.
