Del Webb opened Anthem on February 27, 1999, at the foot of Daisy Mountain and Gavilan Peak, and the community was largely built out by 2008. Nearly eight in 10 Anthem houses date from 2000 through 2009, seven in 10 heat with natural gas, and the tap water east of I-17 is very hard. That suggests most garages have a gas water heater working against scale, and the tankless question often comes up when one is due.

Most of Anthem lies east of I-17 in unincorporated Maricopa County. A slice west of the freeway and north of Daisy Mountain Drive is inside Phoenix city limits. The two sides share a name, but they get different water and follow different building rules:

ANTHEM HARD WATER

18 Grains of Hardness, and What It Does

EPCOR's 2025 report for the Anthem system puts hardness at about 18 grains per gallon and total dissolved solids at 640 milligrams per liter. EPCOR also notes that because the supply mixes surface water and groundwater, hardness and taste can change with the seasons. In a house full of gas appliances, it shows up in predictable places.

In the tank water heater

Scale settles at the bottom of the tank, where the burner has to heat through it. You hear it pop or rumble, and the heater takes longer to recover. Flushing the tank helps, and a softener slows the buildup in the first place.

In a tankless unit

Scale lines the heat exchanger, and the unit starts shutting down mid-shower, flashing a fault code, or delivering less flow. Tankless units here need regular descaling, and ours is a flat $250. Many owners pair a tankless unit with a softener or scale-control treatment for exactly this reason; check what your manufacturer's warranty expects.

At the fixtures

At 18 grains, the early signs are white crust on showerheads and aerators, a faucet handle that gets harder to turn each year, and a toilet that keeps refilling because scale has kept its fill valve from seating. A correctly sized softener reduces all of it.

In the appliances

Dishwashers, refrigerator ice makers, and washing machines all have small valves and screens that scale up. Spotty glasses, a slow ice maker, or a washer that fills slowly are often hard-water problems rather than appliance problems.

When a softener is set wrong

A softener set too low for water this hard lets scale through, and you will see spots on glasses and crust on the showerhead again within weeks. One set far too high wastes salt and water on every regeneration. If your softener came with the house, it is worth checking the setting against the water you have now, since the unit may have been set years ago or for a different supply.

At the kitchen tap

Sodium in EPCOR's Anthem water can reach about 110 parts per million, and a salt-based softener adds a little more. An under-sink RO unit gives you drinking and cooking water with far less sodium and dissolved minerals, and better-tasting ice. EPCOR disinfects with chlorine. For owners who notice the chlorine smell more than the minerals, an under-sink carbon filter reduces it in the water you drink.

Gas Homes and the Tankless Question in Anthem

When a gas water heater here is due, the choice usually comes down to one of these.

The quickest path. On the county side, a like-for-like tank installed by a licensed contractor needs no permit. We still check the gas connector, the vent, and the relief valve line because, in a house from the early 2000s, those may be original.

A heat pump water heater, for electric homes

About a quarter of Anthem homes heat with electricity. If yours has an electric tank, consider a heat pump water heater when it is due. It draws warmth from the garage air and transfers it to the water, so it needs the open space and airflow that an Anthem garage usually has. Rebates come and go, so check with your electric company first.

Keeping the tank, adding a softener

If the current heater is healthy, a softener can be the better first step. It protects the next heater, whichever kind you choose.

A TANKLESS CONVERSION, STEP

A Tankless Conversion in Anthem, Step by Step

Because tankless is the most common upgrade question here, this is how the work actually runs, so there are no surprises:

Load check: we add up every gas appliance on the meter, including the range, dryer, furnace, and any grill or fire pit, and size the line for the tankless unit on top of them.
Location and vent: the unit usually goes where the old tank stood, with a new vent. If it will be mounted outside or vent through an exterior wall, file your HOA application first.
Permit: on the county side, the tankless unit needs a county permit; we pull it. On the Phoenix side, we confirm the city's requirement before quoting.
Installation: the old tank comes out, the new gas line and vent go in, and the unit is mounted with isolation valves so it can be descaled later without cutting pipe.
Testing: the new gas piping is pressure-tested, the unit is fired and checked at every fixture, and you get the manufacturer's paperwork for the warranty.

ANTHEM HOA RULES

Check With Your HOA Before Anything Goes Outside

Anthem has three associations under the Anthem Community Council: Parkside, the Country Club, and the Village condominiums. Each one enforces its own design rules, and those rules matter when plumbing work shows on the outside of the house.

Parkside's residential design guidelines require written approval before any exterior construction, alteration, or addition. Changes made without it face a $300 fine, possible removal, and further $ 300-per-month fines. Both Parkside and the Country Club ban roof-mounted equipment and require pool equipment to be screened from view; the Country Club also asks that approved outdoor equipment be installed to minimize its visual impact.

A design review application for plumbing equipment is easier to review when it includes:

The manufacturer's spec sheet with the unit's dimensions and color.
A photo of the wall or area where it will go, marked with the location.
How the unit, vent, or piping will be screened or painted to match the house.
Whether it is visible from the street or a neighboring property.

Neither rulebook names water heaters or softeners. A replacement in the same spot inside the garage is generally not treated as an exterior change; ask your HOA if you are unsure. A tankless unit hung on an outside wall, a new vent through the siding, or a softener or loop set outdoors can be. If your job includes any of those, apply first, and we will give you the spec sheet, the location, and photos for the application. When a job needs a permit, HOA approval does not replace it, and the permit does not replace HOA approval.

A Community Built Between 1999 and 2008

Del Webb zoned Anthem for nearly 15,000 homes and billed it as its first modern community without an age-restricted section. More than 23,000 visitors toured the models in the first nine days. Pulte bought Del Webb in 2001, while construction was still underway, and the Anthem Community Council dates the initial build-out to 2008. With a median build year of 2004, many homes may still have their original supply lines and shutoff valves.

On the Phoenix side, the rebate requires the old toilet to use 3 gallons or more per flush. Homes built in Anthem from 1999 on came with lower-flow toilets, so most originals will not qualify. A new WaterSense toilet still saves water; it just may not come with a rebate.

The installation itself is usually a day's work. The schedule depends on the permit and on any HOA approval if the unit or vent will show outside, so we plan those first.

With 18-grain water, plan on once a year, and sooner if the tank starts popping or rumbling. Check your manufacturer's instructions, since some tanks call for a specific schedule.

Often, yes, but it stops being a like-for-like replacement. A relocation means new water and gas piping, possibly a new vent, and a permit on either side of I-17. If the new spot is outside the house, your HOA's design review also applies. We review the space and explain what it involves before you decide.
