Why a conversion is permit work here at all

Maricopa County's adopted Local Additions and Addenda, TA2022001, exempt a like-for-like storage tank replacement by a licensed contractor from a plumbing permit, and the same item closes the door on the other kind: “This exception does not apply to instant-hot on-demand type water heaters of any size.” East of I-17, going tankless is permit work.

Section [A] 105.5, Expiration, reads: “Every permit issued shall become invalid unless the work on the site authorized by such permit is commenced within 180 days after its issuance, or if the work authorized on the site by such permit is suspended or abandoned for a period of 180 days after the time the work is commenced.” The county's own expired-permits page puts the first half in one line: permits expire 180 days from the date issued.

Why that decides the order of a conversion

Three things on an Anthem conversion move on somebody else's timetable. An association has to answer where a unit, a vent, or new piping will show outside the house. The unit itself has a lead time. And the permit has the 180 days above.

Start all three together, and the one that finishes first sits there aging while the other two run. An association answer that takes six weeks and a unit that takes four are not a problem on their own. They become one when the permit was issued before either of them was asked for.

So they are started in sequence

A hundred and eighty days from issue, and that clock does not pause for anything else on the list.

The county's wording is that a permit becomes invalid unless the work it authorizes is commenced within 180 days of issue. That is generous until you notice the other two slow parts of a conversion, the association's answer and the lead time on the unit itself, and realize that starting the clock first is the way to lose most of it. So the permit is taken out last, once the other two are settled.

The list to size against is the one the house will end up with.

A household about to grow is the best case for doing the arithmetic once. The unit is sized against the fixtures the house will have when the work is finished, and the gas supply is counted against that same list.
