Maricopa County publishes the rule on its own inspections FAQ: “The gas clearance is only sent at the Final Inspection after all connections, valves, and appliance connectors are installed and appliances are physically on site.”
What that does to a delivery date
A fire pit whose burner ships in three weeks. A range sitting in a warehouse with a delivery window. A patio heater the household intends to buy once the line is in. In each of those, the pipe can be run, made up and proved while the yard or the wall is open, and the gas still waits, because the inspection that releases it has nothing to look at. On a job here, the delivery date and the plumbing date are the same conversation.
A property that has been sitting
The same FAQ closes the other door: “In all cases, gas piping must be inspected and pressure tested, even when requesting a clearance for a previous approval that has expired due to a lack of service.” An Anthem house or casita that has stood vacant long enough for the service to lapse does not inherit its old approval. A shutoff valve goes in within reach of the appliance so it can be isolated on its own, the connector is fitted, and the appliance is in position. That is what the county's wording asks for, and the final inspection is asked for once it is true.
Approval, then the utility releases it
The final inspection is approved, the clearance goes to the service provider, and the gas follows. That last step belongs to the county and the utility.

There is one published exception, and it is written for exactly that situation: only where the local Fire Authority Having Jurisdiction requires gas to equipment such as commercial cooking appliances, for testing of life safety and fire suppression systems, may an early gas utility clearance be considered. On a build-out, that means the fire side and the gas side are sequenced together, and it is worth raising with the authority early.
This one can be shorter. The county's own wording covers it: if the permit only requires a single inspection for a gas repair, a gas clearance would be sent at that inspection, when it is approved.

That depends on the address. Phoenix city limits take in some of the community west of the freeway and not all of it, so which side a property falls on is settled first. Where it is within the city, the county's FAQ does not govern the job, and the City's requirements are confirmed before a date is set.
