A Sun City Closet First, and Then the Rule That Is Coming for It

Start with the houses. Census estimates for 2020 to 2024 put the median Sun City home's build year at 1973, and count about one in four housing units as single-family attached, such as the Gemini twins, which share a wall with the adjoining home. A 1973 interior heater closet was sized for a tank that needed nothing from the room but a place to stand, and in an attached home one of the walls around it is not yours to open.

What a heat-pump tank asks of that room

A heat-pump water heater pulls heat from the surrounding air, so the room matters as much as the gallons. ENERGY STAR's installation guidance says manufacturers “typically require access to a minimum of 450 or 700 cubic feet of free air space where the water heater is installed,” and that the condensate these units produce “must be drained away from the heater.” One maker's planning guide adds that a closet install needs a space at least 24 inches wide and 30 inches deep, with louvers or a door undercut to let air move.

Air: the closet's volume is measured, and if it falls short, a louvered door, wall louvers or ducting are the options the makers describe. In a twin home, none of those can open through the wall shared with the neighbor.
Condensate: a drain within reach of the closet, or a small condensate pump, has to take the water the unit makes.
Space: height and diameter are checked against the closet, the door frame and the shelf above.

And now the rule that is coming

All of that would matter less if the choice stayed open forever, and it will not. The Department of Energy’s final rule, published in the Federal Register on May 6, 2024, states that “compliance with the new and amended standards established for consumer water heaters in this final rule is required on and after May 6, 2029,” and in announcing it the Department said the standards “would require the most common-sized electric water heaters to achieve efficiency gains with heat pump technology.” Heaters already built, and the one in your closet today, sit outside it. What changes is the shelf a replacement is chosen from, some years from now, for a closet whose measurements will not have changed at all.

Two options on one quote

When a Sun City tank has to be replaced, the quote can show a standard tank that goes back in the same spot and, where the closet passes on air, drain and space, a heat-pump tank beside it. Where the closet falls short, the measurements can still go on the quote, which gives the next replacement a head start.

When the Closet Tank Misbehaves

“One good shower, then it's lukewarm for an hour.”

The lower element has quit; the upper one is carrying the tank.

Most household electric tanks carry two elements, one high and one low, taking turns. With the lower one burned out, the top of the tank still heats, so there is some hot water, but it runs short fast and recovers slowly. Testing each element shows which one failed, and an element is a repair.

If the overheat cutoff has tripped or the top element has failed, an electric tank can sit completely cold with its breaker still on. Both sit behind panels on a live 240-volt circuit, so this one is a call for us rather than a screwdriver job.

A heat-pump tank makes water as it pulls heat from the air, and ENERGY STAR says that water must be drained away from the heater. A kinked or clogged line puts it on the closet floor instead; clearing or rerouting the line is a repair.

No. The standard covers heaters as they are made from May 6, 2029. A working tank can stay in service for as long as it keeps working, and a failed one can be replaced with a standard model made before that date.

The Department of Energy describes the change for gas-fired storage tanks as a moderate increase in efficiency. The heat-pump level applies to the most common sizes of electric tank.

It may still work. ENERGY STAR's guidance describes ducting the unit's exhaust out of a closet, with a large louver, a transfer grille, or at least a three-quarter-inch door undercut letting air back in. Whether that works depends on where a duct could run, so it is judged on site.

It can. The 2018 IRC calls for a pan under a storage tank “where water leakage from the tank will cause damage,” and against a shared wall that damage can reach the adjoining home, so the pan and where its drain goes are part of the plan.

Maybe not. ENERGY STAR notes that its NextGen program calls for 208/240-volt units, much like the circuit that now feeds an electric tank, and one maker offers 120-volt models that plug into a standard outlet. Any change to the circuit is an electrician's work.

Talking the closet through on the phone costs you nothing. If the visit ends with measurements and no work, it is $75; if we repair or replace the heater on that trip, the visit fee comes off.

Sun City is unincorporated, so Maricopa County's rules apply. The County's construction permit page says permits are no longer required to replace an existing water heater when the work follows the manufacturer's specifications, and its code frames that as a like-for-like swap by a licensed contractor. A change of heater type, or new electrical or drain work, is a question for the County.
