A new appliance adds load to every stretch of pipe between it and the meter. Before a branch to the kitchen is priced, the owner's buried section and the house piping are checked to determine whether they can accommodate the range and water heater.

Where the pipe rises out of the ground at the meter and where it enters the house show what was used and roughly how it was run. That decides whether the buried section can stay, needs a repair, or should be replaced.
Gas Line Work in Sun City Homes

Where the Gas Utility's Pipe Stops at a Sun City Home
The gas utility's own guidance on this has a name for the stretch in question: The lines from the street up to and including the meter belong to the utility. The yard line, it says, “must be maintained by the property owner,” and that “includes having them regularly inspected for leaks and repairing them if an unsafe condition is found.” The yard-line programs on that page are listed for Nevada and California customers only.
How long the owner's stretch can be
The same guidance explains that in newer homes “the meter is typically located close to the structure and the amount of gas line owned by a customer is minimal. However, in many older structures, the meter is set away from the building, and the customer is responsible for a larger portion of the gas line.”
Why it comes first in Sun City
Most Sun City homes date to 1960 through 1979, old enough that the yard line may still be the original pipe. So, its material is identified, and its length from the meter to the house is measured before any load is added. A leak found on that section is the owner's repair, and Maricopa County, which issues permits in unincorporated Sun City, lists “Gas Line Repair” among its web-issued permits.
What a County inspection looks at
On a yard-line replacement or a new run, the County's inspection FAQ explains the order. Its gas line inspection “is strictly for the piping installation, pressure test, and bedding of the trench, before backfilling or prior to finish materials when installed within a wall.” The inspector has to see the pipe in the open trench, so backfilling will wait until that visit. The County also says inspections are not available by appointment, that an inspector can provide a few-hour arrival window upon request, and that inspectors will not enter an occupied residence without an adult present. For a Sun City job, that means someone at home on inspection day whenever the inspector needs to come inside.

Test the section you own
