About 87% of Sun City's housing was built between 1960 and 1979, by the Census Bureau's 2020-2024 estimates, and half of it dates to 1973 or earlier. A toilet or faucet may have been replaced since, but the parts it connects to may not have been.
Shutoff valves that have sat for decades
Many Sun City stops, the small valves under a sink or behind a toilet, were last turned the day they went in, and some crumble at the packing nut the first time someone tries. A stop that refuses to close, or starts to drip at its stem once moved, is replaced with the house shut off at the main.
Run a finger down the tube behind your toilet
This is the five-second check that tells you which half of the quote you are in, and it requires no tools and no water to be turned off. Reach behind the toilet and run a finger along the pipe that goes from the small valve up to the bottom of the tank. Smooth, hard, and cool the whole way, with a nut you can feel is metal, means a rigid tube cut and bent to fit this one fixture in the year the house was built. A woven, ribbed sleeve that gives a little when you squeeze it means a braided line somebody has already replaced.
Do the same under each bathroom sink and in the kitchen. A house of rigid tubes is a house where every fixture swap brings a new supply line and often a new stop with it, and that is the range at the top of the quote. The flange under the toilet
The toilet bolts to a ring at the top of the drain, called the flange. A maker of these parts notes that “cast iron flanges are often found in older homes,” and a cast-iron ring can rust or crack at the bolt slots over the years. A damaged ring is fixed with a repair ring or a drop-in flange before the new toilet is set on a fresh wax or wax-free seal. What the County's permit exemption covers
Maricopa County's code, which applies in unincorporated Sun City, exempts from a permit the “replacement of water closets, valves or fixtures with new valves or fixtures complying with the water conservation requirements of this code.” The exemption is tied to the new fixture meeting those requirements.

You usually cannot tell until the toilet is lifted. A cast-iron ring is dark and heavy, commonly with rust around the bolt slots; a plastic one is white or black.
A wax ring is made to seal once. Never reuse a wax ring: Always replace it when removing a toilet. So a toilet that comes up gets a new seal when it goes back down, even if it was lifted only to fix the flange.
Oatey's advice is to avoid stacking rings and to “use an extra-thick ring for low flanges.” That, or a wax-free seal made for the height, is how a low flange is sealed.
Its wording covers the “replacement of water closets, valves or fixtures,” so a stop replaced along with the fixture falls under the same exemption when the new parts meet the code's requirements.
The fixture exemption in the County's code is written without the licensed-contractor condition its water heater exemption carries. If you are unsure whether your project fits, the County's Planning and Development department can say.
Then the main valve is its own job. It has to close before any stop can be changed, so it is looked at first, and our main shutoff valve page covers that work.
