So two neighbors inside the city limits can have different water running into their water heaters.

Why a tank cares which one it gets
Hardness minerals drop out of heated water and settle on the tank floor as sediment. On a gas tank, that layer sits between the burner's flame and the water, and on an electric tank it can bury the lower element. The more minerals a supplier reports, the faster that layer can build between flushes. The anode rod, the metal rod that corrodes so the tank lining does not, is used up at a rate that depends on the water too.
What changes when the supplier changes
Two of the four reports carry a mineral figure you can plan against. The City's lists calcium and magnesium in milligrams per liter; EPCOR's district report gives hardness as a range of grains and total dissolved solids in parts per million. Either one gives a starting interval before anybody has touched the heater, and either one can be argued with once the first flush is done.
Sunrise Water's report is different. It states where the water comes from and how it is disinfected, and it carries no hardness row and no dissolved-solids row anywhere in it. For a Sunrise address, and on the same footing for a Rose Valley one, there is no published number to start from, so the first flush is not a confirmation of a schedule; it is the evidence the schedule gets built on. That is a real difference in what the visit can tell you, and it is decided entirely by the name printed on the bill.
