Permits in Peoria are issued through the Development and Engineering Department. The code's exemption covers replacing a water heater with an in-kind replacement. A new tankless unit in the old one's spot is closer to that wording, but if the gas line, the vent, or the location changes, it is new work. Peoria's Development and Engineering staff make the call for your job.
