The City notes that toilets installed before 1994 typically used 3.5 to 7.0 gallons per flush, compared to 1.28 gallons for the WaterSense models its rebate covers. A pre-1994 toilet is the swap the rebate was written for; a working newer toilet is a closer call, and the choice is yours.

Yes, and keep that receipt.

Get an itemized copy before you apply.

The City wants itemized receipts that show the total paid, the subtotal before tax, the purchase date, and the business, and it may request additional proof of payment. Ask the store or contractor for an itemized copy before you apply, and keep it with the photos.

“There's water around the base of the toilet after it flushes.”

Check the tank first, then the seal at the floor.

A sweating tank, a loose supply nut or a failed tank-to-bowl gasket can all leave water on the floor. If it seeps from under the bowl, the floor seal has given out, so the toilet is lifted, the flange checked, and the toilet reset on a new seal.

That sentence also answers the question that comes up in most remodels: whether the toilet can be moved to the other wall. Moving it means moving the drain it sits on, and drain relocation falls outside what we take on, quite apart from what the City's code then asks of the job. A toilet replaced where it stands, and new faucets through the rest of the room, is the version of that remodel we can do, and it is the version the rebate paperwork was written around.

Claiming Peoria's $100 Toilet Rebate Without a Snag

Peoria's water utility pays residential customers up to $100 for each WaterSense high-efficiency toilet they install, up to three per household. Eligible toilets use 1.28 gallons or less per flush. The rebate has conditions that a plumber can help you meet or accidentally break. Questions about it go to the City's Sustainability and Water Conservation office, which runs the program.

Look under the rim with your phone before you shop

A toilet that needs two flushes is usually blocked, and a blockage is very different from wear. Water leaves the tank through a ring of small holes under the lip of the bowl, and those holes carry everything the water leaves behind. When they scale up, the wash goes weak on one side, the bowl clears slowly and the flush sounds thin, and the china itself is in perfect health throughout.

You can see it yourself in two minutes. Hold your phone face up under the rim, switch its flashlight on, and take a picture looking up into the underside of the lip. On a healthy bowl you will see a row of clear, evenly spaced holes. On a blocked one you will see holes narrowed to pinpricks or crusted shut, usually worst at the back. A second photograph after a flush, while the rim is still wet, shows which holes are actually passing water and which are dead.

Send us that photograph. If the holes are furred, the toilet wants a cleaning and a part, and the rebate is beside the point. If the holes are clear and the flush is still poor, the bowl's own design or a cracked trapway is the answer, and a replacement starts to make sense, at which point the City's rebate rules below are worth reading carefully.

Only City water customers qualify

The rebate is for City of Peoria water utility customers. Sewer-only, private water and combined-meter community water customers are ineligible, and the City's water report names three other suppliers serving parts of Peoria: Sunrise, Rose Valley and EPCOR. A Peoria address alone does not settle it.

Labor is not part of the rebate

The City says “Taxes and installation costs do not qualify for a rebate.” It accepts a contractor invoice if it includes the total paid, the WaterSense toilet's subtotal cost before tax, the purchase date, and the business. Additional proof of payment may also be requested.

Photos the City asks for

The application asks for pictures of the installed toilet, the text underneath the tank, and anything that shows the brand, model, and gallons per flush. The rating is easiest to photograph before the tank is set on the bowl, so we pause for that shot when a rebate is planned.

Checking that the toilet qualifies

The City points applicants to the EPA's WaterSense product list for eligible models. If you are shopping on your own, look the model up on that list before you buy.

Three toilets, one household

The rebate stops at three toilets per household. In a home with more bathrooms than that, the three with the highest flush volumes save the most water when they are the ones replaced, and any others can be replaced on the same visit without the rebate.

What can change

The City limits the number of rebates each fiscal year, handles them on a first-come, first-served basis from the date and time an application arrives, and reserves the right to change or suspend the program. Its Water Rebate Programs page lists the current terms, so check them before you buy.
