“The toilet refills every twenty minutes, and there is a thin trickle running down the inside of the bowl.”
Those are two complaints and one bill, and the tank tells them apart in about a minute.
Both end with water flowing from the tank into the bowl, and both sit near the top of the city's ranked list, but they start at different points. A tank that empties itself in stages is losing water past the flapper or the rim it seals against, and grit under that rim does the same. A thread of water running steadily down the china comes from the refill tube pushed too far into the overflow pipe, or from a fill valve shutting off above the overflow's top. The first is quiet and comes and goes. The second is silent and runs on without a pause. On a bill that has gone up, you want to know which of the two you are feeding.

A weak stream is a flow complaint, and it belongs in a different box from a leak. The aerator screen catches scale and grit, and clearing it also says whether something upstream is shedding.

Goodyear Ranks the Causes, and Bills for the Meter Test
The city's list, counted in gallons a month
The City of Goodyear publishes its high-bill causes with a gallon range beside each one. A toilet float or flapper malfunction is put at 1,000 to 80,000 gallons a month. A water softener malfunction is 10,000 to 100,000. The width of those ranges is the useful part: the size of your bill will not tell you which fixture did it, and the low end of the toilet range is smaller than most people expect.
Subtract two bills, then read the list
Your bill states gallons as well as dollars, and gallons are the units in which the city's ranking is written. Take the gallons on the bill that surprised you and the gallons on a quiet month, and subtract. That difference is the size of what you are hunting, and it eliminates suspects outright: two or three thousand extra gallons is beneath a softener stuck in regeneration, which the city puts at ten thousand and up, while sixty thousand is beyond one flapper in a month. Bring the subtraction to the phone.
Push the flapper down with a finger and listen
Here is the check that settles a toilet in about fifteen seconds, and it costs nothing but rolling a sleeve up. When the toilet is hissing or topping itself up, take the tank lid off and press the flapper, the rubber disc at the bottom of the tank, firmly down onto its seat with two fingers. The water in the tank is clean, and it is the same water that comes out of the tap.
If the noise stops the moment you press and starts again when you let go, water was going past the flapper, and the flapper or its seat is the part. If the hissing carries on regardless of how hard you press, water is coming in from the fill valve at the top and going somewhere else, usually over the rim of the overflow. Say which of the two happened when you call, and the city's meter test stays out of the conversation altogether.
Why the outdoor side gets ruled out first
The city's advice is to work outdoors before indoors, and its own numbers say why: the largest ranges on its list belong to irrigation and to things that run on a timer. Irrigation is not our trade, but the order still shapes the visit.
The sentence that decides where the meter test goes
Then comes the line that changes the order of the whole job. The city writes that it is “extremely rare for a water meter to over-record water usage,” that a resident may submit a Meter Test Form, and that “you will be charged for all meter testing costs if the meter is found not to be over-recording.” It recommends asking for that test only after the troubleshooting steps and as a last resort. So the meter test is the end of the road, and the fixtures are the start of it.
What proving it at the fixture actually looks like
Four separate things inside a tank can lose water: the flapper and its seat, the fill valve and the height it shuts at, the refill tube and where its end sits, and the supply stop underneath. Each gets its own look, and on a faucet so do the cartridge, the seats and the aerator.

Most of this work comes down to a part: a fill valve, a flapper and seat, a cartridge, a set of seats and springs, a supply line or the stop behind it. Parts fitted on a repair carry a one-year warranty. When a tank is cracked, a bowl is crazed, or a faucet body has given up, the fixture is replaced in the same spot, and the old one is taken away.

What the City's List Changes About a Goodyear Visit

Then the loss is on the incoming side, and the fill valve is the suspect, either shutting off too high or failing to shut at all. Look at where the water stands in relation to the plastic tube in the middle of the tank while you are in there, and say what you saw.
Both wear, and they fail differently. A tired flapper lets water down into the bowl, so the valve keeps waking up to refill it. A fill valve that will not shut runs on, or spills into the overflow.

It usually is. A warped flapper, or a seat with grit on it, can seal well enough for days, only to fail again when the flapper settles differently. An intermittent loss is still a loss.

The causes left on the city's list sit outside the fixtures, and some outside plumbing altogether. The city recommends working through its own troubleshooting steps before a meter test is asked for, and that ordering comes from the city.
