The City Has Described the Smallest Gas Job There Is
Goodyear publishes its permit review times as a table of business days, and one row on it is a specification in disguise: “Gas line - Stub only, up to 10' in length, under 50K BTU or less.” The city wrote it to sort its paperwork. Read as a plumber reads it, it is a portrait of the smallest gas job there is: one appliance, modest draw, near the existing pipe.
Two plates and a tape
The input rating is stamped on the appliance's rating plate and printed in the manual, in Btu per hour, and it is the only figure that matters about the appliance. A single unit under that 50,000 line, ten feet from the tie-in, is the run the city's row describes. Add a second appliance and the ratings are summed, because both can be alight at the same moment and the pipe has to carry them together. Move the appliance to the back fence and the same load now has to travel.
Which is where the bore changes
The pipe is sized from that total load against the developed length of the run, read off the sizing tables in the fuel gas code the city has adopted. A grill on its own near the house, and the same grill with a fire pit at the fence, are not the same bore or the same trench, and the city's row happens to mark the point where one becomes the other.
What the run is made of once it is past that
Inside the house, the branch is black iron, or CSST where a route through framing suits it. Out in the yard it is polyethylene in the trench with a steel riser at each end, and a transition fitting where the plastic gives way to metal. Above grade, the riser and its shutoff stand where they can be seen and reached. New piping is put under pressure and held while the joints are still uncovered, before anything is connected to it.
Then the city's hours
The stub row runs five business days for prescreen and six for first review; longer or larger runs go through regular review. Inspection hours move with the season: “2nd week of April through 2nd week of October - 5:30 am to 2:00 pm. 2nd week of October through 2nd week of April - 6:30 am to 3:00 pm.” The city asks that “All permitted work is to remain exposed for inspection,” inspections are booked through its Accela Citizen Access portal or on (623) 223-7962, and Goodyear states that it “does not authorize work that requires a permit to be started before a permit is issued.”

A short branch, and July is the month to ask about.
The work is a branch off the house's gas piping to the spot behind the range, sized for the appliance's draw and for anything else already on that leg. A run that short is the kind Goodyear's table lists as a stub, which is the faster of its two review times. Whether the whole thing lands inside one day turns on the month: from the second week of April the inspector's hours close at two in the afternoon, so an early start is what makes a single day work.

A run out to the back fence leaves the stub row behind and goes through regular review, which is time to build into the date before anything is dug. Then the trench is opened, the pipe laid and proved in the open, the inspection taken, and only after that does the soil go back.
The Gas Work We Take On in Goodyear

Every appliance the line will feed has its rating plate read; the figures are added, and the run is measured along the route it will actually follow. Those two numbers are what the bore comes off.
A written price, with the bore on it
The quote names the material for each stretch, the bore that total load calls for over that length, the test, and what the city asks for on a job this size. Where a permit applies, the wait for it sits inside the date you are given.
Timed to the month it falls in
The inspection hours for that part of the year set the start time and the shape of the day. Where a run is too long to finish inside one, the split is agreed before anything is dug.
Pipe laid, open and under test
The run is installed and pressure-tested in the open air, with the trench, connections, and joints left visible. Nothing gets covered to make the site look finished.
Backfill, then the appliance
Once the work has been inspected, the trench goes back, and the appliance is connected to the shutoff at the end of the run. What you have bought is a bore that carries the load you gave us, over the distance you have.

By adding up what is already on the leg you would tee from and measuring how far it runs from the meter. That sum against that distance indicates whether the existing pipe has room, needs upsizing back toward the meter, or needs its own branch.
