Water Damage After a Leak: Who to Call, and in What Order

The repair is finished. A short length of copper lies on a drop cloth with a split in it you can see through; the water is back on, and the new fitting is holding. The room is exactly as wet as it was an hour ago. The baseboard has gone dark along its bottom edge, carpet pad squelches under your shoe two feet out from the wall, and there is a neat rectangle missing from the drywall at knee height with stained framing behind it.
That gap, between a leak that has stopped and a room that is still soaked, is where one trade hands the job to another. Both halves feel like the same emergency. They are not the same work, not the same license, and running them out of order is the most common way the same work gets done twice.
What the Plumbing Visit Actually Ends
A plumbing contractor is licensed and equipped to do one thing to a leak: end it. The line is isolated, the failure is reached, the damaged section is replaced, and pressure builds up again against a joint that holds. When the leak is hidden, locating it is specialist work, done by a dedicated detection specialist who brings the necessary equipment. The repair is the plumbing contractor's.
What the visit delivers is a plumbing system no longer releasing water into the structure: a complete answer to the plumbing problem and a partial answer to yours. Every material the water already reached is exactly as it was. A plumbing license carries no restoration credential. Drying, dehumidification, mold work and contents handling belong to a different trade, and so do drywall patching, tile and waterproofing.
What Is Still Wet After the Repair Is Finished
Water that escapes a pressurized line does not stay where it lands. It travels along framing and spreads sideways under the floor covering.
Gypsum board draws water upward from a wet plate, the way a paper towel draws it from a puddle, which is why the stain usually stands higher than the water level ever did. Fiberglass batt insulation holds water flat against the back of that board, where no air reaches. Studs, plates, and subflooring take up moisture slowly and give it back just as slowly, while MDF baseboard swells and opens at the mitered joints. A carpet pad acts like a sponge, carrying water beneath a closed door and down a hallway while the surface above it still feels dry.
The visible stain maps where the water surfaced, not where it traveled. The wettest material is usually the material you cannot see.
Standing water in a room with live outlets, a plugged-in appliance, or a floor-level junction box is a shock hazard, not just a drying problem. Keep out of pooled water near any energized equipment until the circuit has been addressed.
Why Drying Cannot Start Until the Water Stops
Drying is a rate problem. A dehumidifier pulls moisture out of the air; air movers push air across wet surfaces so saturated material gives its moisture back to that air. The method depends on one condition: the total water inside the building can only go down. A supply line still open under pressure violates that condition continuously, and it does not get tired.
Restoration contractors generally will not set equipment on a house where the water has not been stopped, because readings taken while water is still arriving mean nothing.
It is also why the access opening stays open. That rectangle looks unfinished because it is supposed to: it is the only path air has into a closed wall cavity, and it is where saturated insulation gets pulled out from. A sealed cavity with wet insulation in it does not dry; it just stops being visible.
Who Owns Each Remaining Task
There are three scopes here, each held under a different set of credentials, and two of them sometimes arrive in the same van.
The plumbing scope is the pipe itself: the failed section, the fittings, the valves, the system pressure, and the verification that the repair holds. It ends where water stops entering the structure.
The restoration scope starts there. That trade extracts standing water, sets air movement and dehumidification, monitors the materials as they come down, and removes what cannot be dried in place, typically saturated batt insulation, carpet pad, and swollen particleboard. Contents handling and mold work sit here too, and none of it can be done properly on a system that is still leaking.
Build-back comes last and is a construction scope: hanging and finishing new board, matching the existing texture, painting, resetting trim, and replacing flooring, tile, or waterproofing. Some restoration firms carry a construction arm; others hand you to a general contractor. Either way, it is a third body of work, not something a plumbing contractor is licensed to close out for you.
The Second Call Comes After the Repair Holds
The sequence is not a preference; it is a dependency chain. The water is shut off first, and the repair is verified under pressure before anything else is scheduled. The restoration contractor comes second, working the room with the wall or ceiling left open. Build-back comes third and only third, closing what was opened once the readings say the cavity is dry rather than once the room looks dry.
Run it in that order, and every trade works once. Run it out of order, and the same wall gets built twice: a patch closed over wet insulation comes back out.
If you do not know where the water is coming from, the first call is still the trade that can stop it. A leak under the slab, a failed fitting inside a wall, or a supply line behind an appliance all land in the same place: the water has to stop before the house can dry.
