A good many of these heaters live in the old garage at the back of the lot, and the caller usually adds that nobody has driven back there in years. Reaching the building is the first half of the job. The City's nomination form for Encanto Manor records that “No alleys are present in the district,” and in the same description that “many of the district's houses have detached garages towards the rear of the lot.” So a heater can stand well behind the house with no vehicle route to it at all. The distance is paced, the surface underfoot is assessed, and the price is written, knowing the tank travels on a hand truck.
Where a block kept its alley, the call often turns on a gate somebody has since put across it. and a key nobody in the house has. Phoenix runs a Gated Alley Program and publishes its conditions: the City needs “an applicant and the consent of the majority of property owners whose properties are adjacent to the alley to be gated,” and the alley must have “permanent, sound fencing at least 5 feet in height along the length of the entire alley.” So whether you have a key, and whether the gate opening will take a loaded hand truck, is worth settling on the phone.
Then there is the one where the tank is wet all around the base, and the floor stays damp. A wet shell has reached the end of its working life, and what the visit decides after that is the path. The old heater is drained where it stands, walked out on the route agreed at the quote, and the new one comes in the same way. Installation carries 10% off. The forms that wrote it down
When the City put these neighborhoods forward for the National Register, the nomination forms described the physical layout of each one, block by block, and those documents sit on the City's own website. Nothing in them is a rule about your property, and nothing in them depends on a house being listed. They are a record of how the ground was platted, and that record answers the question a truck has to answer first.
Three different answers inside one village
Villa Verde's form says “Alleys are found in the three interior blocks” and that “Alleys are 16 feet in width,” with “Rear yards are fenced at the alleys.” Campus Vista's says “There are alleys between most of the streets in the district,” and that “Many of the district's houses have detached garages in the rear near the alley.” Encanto Manor's says the opposite: “No alleys are present in the district.” Three districts in one village, three answers to one question, and a heater in a rear garage in each of them.
What the driveway is doing on these blocks
Where there is no alley, the driveway is the route. Woodlea's form and Yaple Park's both record that “Most lots have straight concrete driveways which lead either to attached garages or garages in the rear,” and Yaple Park's adds that “Some original two-track driveways remain.” A two-track drive is two ribbons of concrete with ground between them, and a loaded hand truck behaves very differently on that than on a slab. The surface goes into the plan alongside the distance.
And what an alley is for, in the City's words
The City describes its alleys plainly: “Alleys in Phoenix currently serve as access points for utility companies and solid waste services.” They are City ground running the length of the block where the plat kept them, and a gate across one changes who can use it and when.
Why one man changes the arithmetic
Fifty gallons of water weighs more than the tank around it. A crew can take a full heater out on its side; a single plumber cannot, and this is a single plumber. So the water comes out first, through a hose run to a point on the property you and Pavel (Paul) agree on, and what travels the alley, the drive or the side yard is an empty shell.

The new tank comes in the same way, is set, connected and filled, and the burner or the elements are run up while you are standing there. The empty shell goes out on the hand truck and the gate is latched behind it.

If the alley is the route, yes, and it is better to know a week ahead than at seven in the morning. The City's program puts the gate in the hands of the adjoining owners, so the key is a neighborhood matter. Where you cannot get one, the visit is planned around the driveway or the side yard and priced that way.
Little beyond the plan. Encanto Manor's nomination form says as much about that district, and heaters are still replaced in the rear garages there. The drive and whatever gap runs beside the house then carry the whole route, so the tightest point matters more than it would on an alley block.
Two strips of concrete with ground between them will take a hand truck if the load runs along one strip, and will fight it if the wheels straddle them. That is invisible over the phone, which is why the walk happens first.
It is the first thing that happens. A hose goes on the drain valve and runs to a point on the property you and Pavel (Paul) agree on, the tank is let down, and only then does anything get tipped or lifted. An empty fifty-gallon shell is a one-man load; a full one is well past it.
That is a tape-measure answer, and the measurement that settles it is the narrowest point on the route. A doorway, a gate post or a turn at the corner of the house decides it long before the alcove does. Where that point rules out a model, the next thing looked at is a shorter, wider tank of the same capacity.
The route question is identical, because the box is the same size and the water in it weighs the same. What changes is the work at the heater: elements, thermostats, and a high-limit cutoff, with a different set of parts on the van.
A same-spot replacement is a few hours from the water going off to the tank reaching temperature. A long walk at each end adds to that, which is another reason the distance is paced and written down.
