The decision on a backyard gas run here is where the thing that burns the gas is going to stand. On some of these blocks, the last eight feet of the yard are not private ground, and the City keeps a form for the day somebody sets a structure in that strip, with a list of utilities that have to sign it.

What is on the other side of your back fence?
That answer sorts the block into the kind that kept its alley and the kind that did not. Say it first, then what the line will feed and where it will stand.
The rear line walked against what is recorded
Pavel (Paul) paces the back of the lot with the district record and your rear property line in hand. He is not surveying it, and he says so: where the strip is in play, what has to be checked at the City is named out loud, and the plan is built to stay off it.
Where the appliance stands, fixed on paper
The grill, the fire feature, or the pool heater gets its spot before anything else is priced, inboard of the recorded strip where one runs. Then the meter is measured to it, because that distance sizes the pipe along with whatever else draws on the line.

The ground is opened, the pipe is bedded and made up, and the material going back on top is already on site. The trench stays open. Clean backfill is its own line on the sheet.
What is left when the ditch closes is a run that held its pressure with somebody watching it
The gas piping is put under pressure with the ditch still uncovered, which is the sequence the adopted code sets out, and the underground inspection happens while it is open. Only once it has held does anything go back on top.

In Yaple Park the Alleys Went, and Eight Feet of Easement Stayed
What the record says happened to the alleys
The City's National Register nomination form for Yaple Park describes it plainly: “Alleys were located in the center of each block. However, most of them have been abandoned in this neighborhood, leaving an 8' public utility easement at the rear of each property. Only the 300 block of Roma and Campbell Avenues retains its alley.” That sentence is Yaple Park's, and no other district's form says it. Where it applies, the alley went away and the eight feet stayed on the record as an easement, and a fence built across them later changed nothing. Which of those two your own back fence stands on is a question for your address, before anything is sited at the back of the lot.
What the City requires inside one
Phoenix Water Services puts it in one sentence: “The City of Phoenix requires a civil permit to excavate within a PUE.” That is its own application at its own counter.
And what the City calls a thing set on that strip
The City's Public Utility Easement Adjustment form does not leave this to judgment. One of its own categories is “Encroachment within PUE (Structure placed within existing PUE),” and the sign-off list on that form names the utilities with an interest in the strip, including “Southwest Gas Corporation” and the “City of Phoenix Water Services Department.” So a pad poured on the back eight feet for a fire feature or a pool heater, a stand bolted down for a meter set, or a footing at the rear line for a casita is not a detail for the morning of the work. It is a named category on a City form, with named people attached to it, and the place to deal with it is on paper, where the pad is simply drawn somewhere else.
Where the alley survived, it belongs to the City
Some blocks still have theirs. Villa Verde's nomination form records that “Alleys are found in the three interior blocks” and that “Alleys are 16 feet in width.” Phoenix City Code puts a hard edge on what may happen there: “All persons are prohibited from making any ditch in or across any street or alley in the City except under the direction of the Street Transportation Director.”
Then the trench itself has to wait for a look
The fuel gas code Phoenix has adopted sets the order for buried gas piping: “Underground inspection shall be made after trenches or ditches are excavated and bedded, piping is installed and before backfill is put in place.” The same section adds a condition that bites on ground first built on in the twenties and forties: “Where excavated soil contains rocks, broken concrete, frozen chunks and other rubble that would damage or break the piping or cause corrosive action, clean backfill shall be on the job site.” Spoil out of these yards is frequently exactly that.
What These Calls Sound Like When They Come In
“We want gas out to a fire pit at the very back of the yard.” And, the same week, from two streets over: “The casita at the back needs a range.”
Both of those runs finish at the back of the lot, which is where the easement question lives.
They are the same job with different burners on the end, and on a lot where the alley behind it was abandoned, they arrive at the same question. The pipe can reach either of them. What gets settled first is where the burner stands, and whether that spot is inside the strip the City keeps a form for.
“Can't you just run it down the alley? It is right there.”
No, because the alley is the City's.
Phoenix City Code prohibits “making any ditch in or across any street or alley in the City except under the direction of the Street Transportation Director.” That is a different department with its own process, which makes it a date and not a detail. On the alley blocks, the trench stays inside the line.
“Our neighbor put a shed across the back of their lot, so it must be fine.”
The City's own form has a name for that.
It lists “Encroachment within PUE (Structure placed within existing PUE)” as one of the things it exists to deal with. What stands on a neighbor's lot says nothing about what is permitted on yours, and a plumber cannot rule on it either way. What this page can tell you is what the City asks before a thing goes on that strip.

Stand at the back fence and look. A strip of open ground running the length of the block, with the houses beyond it facing the next street, is an alley. A rear fence backing straight onto the next lot's fence means the alley went.
Excavation within a public utility easement. It is a separate application at the City's own counter, and the trench date on the quote is set around it.
The easement question falls away, though the gas work still carries its own permit and the underground inspection before backfill. That is the easier kind of complication to have, which is why the rear line is walked at the start.
It is the situation the City's adjustment form exists for, since a poured pad is a structure and the back eight feet may be a recorded easement on your block. Moving the pad forward while it is still a drawing is the version of this that nobody has to undo later.
Long enough for the pipe to be laid, made up, held under test, and inspected before backfill. On a narrow lot that is a strip of yard out of use for a day or more, so where the spoil goes is agreed beforehand.
Above ground it is black iron, sized from the appliance's input rating and the distance the gas travels. Buried, it is coated steel or polyethylene with a steel riser at the ground surface, and the riser is its own item on the quote.
