Either the flapper is passing water, or the fill valve has stopped closing.
Pavel (Paul) wipes the back wall of the bowl dry above the standing water and watches the china for a minute. A thin wet line creeping down it means water is coming over from the tank past the flapper, which is the flush valve at the bottom. China still dry while the tank wakes up and refills puts the fill valve in the frame. Two parts, and the porcelain says which.

The joint it comes from decides how big the job is.
He dries the tank-to-bowl bolts, the supply nut and the base, flushes, and wipes each in turn. A bolt or nut that wets again is a washer or a connection. A base that wets only after several flushes points to the underside, at the wax seal and the flange.

Where the water appears is the diagnosis, and a dry cloth tells you overnight.

A.R.S. 33-1363 is the section of Arizona's Residential Landlord and Tenant Act that addresses minor defects. Its threshold is a repair whose “reasonable cost of compliance is less than three hundred dollars, or an amount equal to one-half of the monthly rent, whichever amount is greater.” Where it applies, a tenant who has given written notice and waited ten days “may cause the work to be done by a licensed contractor and, after submitting to the landlord an itemized statement and a waiver of lien, deduct from his rent the actual and reasonable cost of the work.” The same section shuts that route off where the tenant caused the condition or where the defect is not a breach of the fit and habitable condition of the premises.
Which section applies depends on what has broken
