A tank that has stopped heating is usually a part, and a tank that is leaking through its steel shell is a replacement. Between those two ends sit thermocouples, gas valves, igniters, elements, thermostats, relief valves, drain valves, supply connectors and anode rods, and any of them can be swapped while the tank stays in service. One Tank Swap, Two Town Code Books
Cave Creek and Carefree each adopt the building codes on their own schedule, and right now they sit on different editions. For a water heater, that means the same job is reviewed against different books a few miles apart.
Cave Creek: the 2024 and 2025 editions, since January 1, 2026
The Town of Cave Creek's code adopts “The International Residential Codes, 2024 Edition,” “The International Plumbing Code, 2025 Edition,” and “The International Fuel Gas Code, 2024 Edition,” each “Effective January 1, 2026.” A tank installed in Cave Creek this year is installed under those books.
Carefree: the 2018 editions, since January 2023
The Town of Carefree's code adopted the 2018 International Residential Code, the 2018 International Plumbing Code and the 2018 International Fuel Gas Code, effective January 24, 2023. Carefree's amendments delete the residential and building codes' lists of work exempt from permit, so ask the Town before treating any water heater job as exempt.
In Cave Creek, the fuel decides which inspection comes
Cave Creek's plumbing final inspection checklist draws a line few homeowners hear about: “If a gas water heater has been installed which doesn't include any plumbing pipe modifications, it is a mechanical inspection and will be covered on the Residential Mechanical Final Checklist. If an electric water heater has been installed or a gas water heater including pipe modifications, it will require a plumbing inspection.” A straight gas-for-gas swap and an electric swap are inspected under different checklists, and re-piping a gas tank moves it to the plumbing side. That matters most when a tank changes fuel: a gas line run to a heater that used to be electric is pipework, and it is priced as its own line.
Two small things the inspector looks for first
The first lines of Cave Creek's final checklist have nothing to do with the tank: the “Job address is posted in a visible location,” and the “Permit and approved plans are on site and accessible to the inspector.” A house number that can be read from the street, and the permit card left where the inspector can reach it, keep that visit short.
Tank Complaints Heard in Cave Creek and Carefree
“The relief valve's pipe just stops a few inches above the garage floor.”
Allowed on some older installs, within limits.
Cave Creek's checklist wants the relief drain to end outside the building, 6 to 24 inches above grade. It makes one allowance: “Retrofit water heaters may discharge” 6 to 24 inches off the floor “when a relief drain is not available.” Whether your pipe fits that allowance or needs a new route outside is settled at the heater.

The Town has a number for this, and it will send a technician to your sink to find it.
The same Cave Creek checklist has the inspector run water at the fixtures and states: “The water temperature shall not exceed 120 o F.” A tank thermostat set well above that can burn a hand at the tap, so the setting is brought down to keep the fixtures at or under 120°F.

Water that leans toward depositing calcium.
The Town of Cave Creek's 2025 water quality report lists a Langelier Index of 0.469 and describes that index as a measure of “a water's tendency to dissolve or deposit calcium.” A positive number leans toward depositing, and in a tank, that shows up as a layer on the bottom. Draining a little water from the valve at the tank's base now and then is sound advice here, and a rumbling tank is worth a look before the layer gets thick.

A Town of Cave Creek permit packet asks applicants to verify that the address is within Town boundaries and points to the Maricopa County Assessor's website for the parcel number. The county's parcel record is the reliable check. Water service is a poor guide, because Cave Creek's water system also serves the Desert Hills area outside the town.
A Town permit packet lists the building department's hours as Monday through Thursday, 7:00 a.m. to 5:00 p.m., closed Fridays. A heater that fails late in the week can still be diagnosed and repaired; anything that needs the Town's office waits for its days.
Both towns charge extra for that. Cave Creek's code sets the fee “equal to the amount of the permit and plan review fee required by the approved fees,” and Carefree's sets it equal to the plan review and permit fee, in each case on top of the permit itself.
Each town sets its own. Cave Creek's fee schedule lists a water heater among its flat-fee permits, while Carefree's plumbing code says the fees “for each plumbing permit shall be as set forth in” its own Town Code. The amount comes from the town the house is in.
Cave Creek's 2025 report is posted on the Town's website. The Carefree Water Company publishes its own yearly Consumer Confidence Report, and its 2025 edition notes that some areas of Carefree receive only treated water purchased from Scottsdale.
