Freeze protection runs on electricity, and it stopped with the power.
Navien's guidance: “If you lose electricity during a freeze, the internal protection fails.” A unit that sat unpowered on a cold night can split a pipe or fitting inside the cabinet. Leave the unit alone and call us.
“The pipes under our outdoor unit are bare to the weather.”
The one stretch the heater cannot protect.
Rinnai puts it this way: “Since the unit itself is protected while powered, it's the external pipes that are vulnerable to freezing.” Bare copper or PEX running into the bottom of the cabinet needs insulation and a cover.
“The heater shut itself off on a cold morning, and the drain line was full of ice.”
A condensing unit produces a steady trickle of condensate, and that trickle is the part that freezes first.
Navien notes that in freezing temperatures condensate “can freeze inside the drain line, which can cause leakage, operation issues or shutoff.” The line is rerouted or protected so it drains before it can freeze, which is why the drain route is chosen on the same walk as the wall.

That question decides the shortlist. Each outside wall, the garage, and any closet that could take the heater get a look for wind, shade, and a route for gas and power.

Carefree's design numbers
The Town of Carefree amends the residential code's climate table with its own numbers: “Winter Design Temperature: 24 degrees F,” “Frost Line Depth: 12” and an “Air Freezing Index: 1500 or less.” Those are the conditions the town expects buildings and their pipes to be ready for.
The record at the Carefree station
The Western Regional Climate Center's summary for the Carefree station, covering 1962 to 2012, averages 9.7 nights a year at or below 32°F, 8.2 of them from December through February. The coldest reading on that record is 15°F, in January 1963.
What the makers say about power
Tankless units guard themselves against freezing with built-in heaters and circulation, and those need current. Rinnai asks owners to “Ensure continuous power supply to the tankless water heater.” Navien says its heater “requires electricity to run its internal freeze protection mode,” names garage and outdoor units as “at the highest risk,” and states that “Damage caused by freezing is not covered by our manufacturer warranty.”
Cave Creek's insulation line
The Town of Cave Creek's plumbing final checklist asks for hot and cold piping in unheated spaces to be insulated “to protect from freezing,” at “minimum R-4,” and says water pipes “in attics or exterior locations are required to have adequate provisions to protect from freezing.”
Freeze items written into the job
Put together, those sources set the job's cold-weather list. The unit goes on the most sheltered workable wall, or indoors, before price enters the conversation. Wind is part of what makes a wall sheltered or not: Navien asks that an outdoor unit go “where it will be sheltered from wind, or build an enclosure that blocks the wind,” so the one free wall that faces into the January wind is often the reason a garage spot, a courtyard wall or an indoor unit with its own vent route wins the argument. Every exposed water line and valve under the unit is insulated to at least R-4 and covered with a pipe cover. The condensate line is routed so it drains quickly and stays out of the wind, and the unit's power source is planned at the start because that is what everything else on this list depends on.
Choosing the Wall: Conversions in Cave Creek and Carefree
Where a gas tank is coming out, the spot it stood in is only one candidate; the gas, vent, and condensate drain are run to wherever the unit ends up.
We generally prefer an outdoor mount. In these two towns, that preference comes with the cold-weather planning above, and on some houses a garage wall or an indoor closet ends up the better answer.
A tankless burner can need more gas than the old tank did. Whether your line needs to be enlarged depends on the existing pipe and the unit chosen; it is measured on site.

It lowers the risk without removing it. Navien notes that indoor units “can freeze if there's a power outage, or if there's back drafting caused by negative pressure in the building,” when cold air is drawn in through the exhaust pipe.
Navien's advice: “Whenever your tankless water heater will not be used for an extended period, drain the water heater.” Book us to drain it before you leave and to put it back in service when you return.
A backup power source, and any new outlet for it, belongs to a licensed electrician. We plan the unit's spot so the electrician's work can reach it, and we note the maker's options on your quote.
Carefree amended its plumbing code's condensate-disposal section to allow condensate to end “At or below grade outside the building in an area capable of absorbing the condensate flow without surface drainage”; ask the Town whether that applies to your heater. Cave Creek's code has no such amendment, so a Cave Creek line follows the adopted code's disposal options, as set out in the quote.
Sometimes a split fitting or a failed part is all it takes. If the heat exchanger itself has split, the unit is usually replaced. Either way, the pipes and the spot get the cold-weather work above so the same night does not repeat the damage.
It is the long-term record for Carefree's own station, and Cave Creek's own code table lists its own, milder design figure. What matters most at a given house is the wall: its exposure to wind and shade decides how much protection the unit and pipes need.
