Camelback East mixes single-family streets with condo towers, garden-style condos, and townhomes. In the 85016 ZIP code, which covers the Biltmore area, the Census Bureau's 2020 to 2024 survey counts 39.3% of housing units as detached houses; 25.6% are in buildings of 50 or more units; and another 9.5% are attached single-family homes. So many homes here have another home below or beside them.
What the code will actually let you do
Phoenix builds to the 2024 editions of the plumbing codes, in effect since August 1, 2025. They ask for a pan where leakage from the tank would cause damage, and for that pan to drain to a waste receptor, a floor drain or an outside wall. Then, at 504.7.2, comes the sentence that matters most in a building like yours: “Where a pan drain was not previously installed, a pan drain shall not be required for a replacement water heater installation.” A closet built without a drain line is allowed to continue without one.
Which makes this something other than a code decision
You may put the tank back exactly as you found it and be entirely inside the rules. A pan with no outlet still catches a slow weep, and for a drip that is enough. What it cannot hold is a shell that has opened up, and in a stacked building the overflow does not stay in the closet or even in the home. It goes down into a ceiling belonging to a household that will not see your quote and has no vote on it.
Where the bill travels
Damage below moves outward: to the neighbor, then to whoever the neighbor calls, then to an association and its insurer, and by then the subject is a ceiling and a carpet, with the water heater two conversations back. Nobody can say where a particular leak would go or what any policy would cover. What can be said is that the choice gets made once, on the morning the old tank is unbolted, and that it is made on behalf of somebody who is not in the room.
Three answers, and one morning to pick one
If a floor drain, a laundry receptor, or an outside wall is within reach, the pan gets its pipe, and the question closes. If none of them is, owners tend to ask about a pan leak sensor or an automatic shutoff valve, and it is worth asking whether one suits your closet. And a pan on its own, with nothing attached to it, stays a legitimate answer. The difference is that it has been chosen rather than inherited.

Water tells you where it ended up, and almost nothing about where it started.
Water that reaches a ceiling below has usually traveled first, along a joist, down a wall cavity, out of the pan's low corner. Water that wets a closet floor while the tank looks dry has usually come from a connection at the top and run down the back of the shell. So the closet gets read from the top fittings down in both cases, and only water coming through the steel means a new heater.

An earlier replacement probably went into a closet built without a drain. The pan still does part of its job, and the next swap is the moment to ask whether a drain line should join it.

This is the easiest version of the whole problem, and it is sitting in your closet already.
A floor drain in the same closet is one of the places the code names for a pan's outlet. Running the pan to it is a short piece of pipe, and with the tank already coming out, the swap is the natural time to add it.

If it is sound and meets the listed material and thickness, it can. A pan that is cracked, rusted through, or thinner than the code allows is replaced with the tank.
It can be plastic, but a plastic pan under a gas-fired heater must have a flame spread index of 25 or less. A galvanized steel or aluminum pan of the listed thickness needs no rating.
The code allows it, but the pipe has to end not less than 6 inches and not more than 24 inches above the ground next to the building. On an upper floor, that rules the outside wall out, so a receptor or floor drain inside is the usual answer.
The code ties the pan to damage, so it depends on what a leak would reach. A closet over a finished room clearly qualifies; a bare garage slab with nothing finished near it may not. That call is made on site.
