Inside the tank, it is.
Everything that makes a toilet run lives in its tank, and the tank serves your bathroom alone. The fix is a part, and the bill is yours.
“There's a water stain on the ceiling below our bathroom, but the toilet looks fine.”
Check the fixture before anyone opens a ceiling.
The toilet's seal at the floor, its supply line, and its tank are checked for water. A failed seal is yours and gets fixed with a reset toilet. If all of it is dry, the water is coming from somewhere else: another fixture, the unit above, or a shared line. Management and a leak-detection partner take it from there.

Not if the unit's stops do their job.
Each sink and toilet normally has its own stop valve, and closing it isolates that one fixture. If a stop won't hold, the next valve upstream may be one the building controls and management schedules to shut off.

Fixture calls in a condo are mostly parts: flappers, fill valves, and flush valves in a toilet tank; cartridges, washers, and seals in a faucet; and a new wax seal under a toilet leaking at its base. Repair parts we fit are warranted for one year.
Replacements cover toilets swapped where the old one stood, including comfort-height models, and kitchen, bathroom and laundry faucets, including touchless ones. Fixtures we supply come with a warranty; on a fixture you supply, our installation is warranted, and the fixture itself is not. Relocating a toilet is drain work we don't take on.
A unit bought with the builder's original toilets still in it is the commonest version of that replacement, and it stays inside your own four walls: the new toilet sets on the existing drain opening with a fresh seal, and the supply line behind it is renewed where it needs to be. Where the building's rules ask for notice to management or set the hours work can be done, those come first and they are worth reading before a date is picked.

In a Condo, the Job Ends at Your Stop Valve
Many of the village's condo buildings and townhomes sit around 24th Street and Camelback Road, one of its two primary cores. In those buildings, the plumbing splits between what each owner looks after and what the association looks after, and Arizona law sets the starting point.
Who maintains what
State law (A.R.S. 33-1247) puts it this way, except as the declaration provides: “the association is responsible for maintenance, repair and replacement of the common elements and each unit owner is responsible for maintenance, repair and replacement of the unit.”
Where a unit's plumbing ends
The Act's default boundaries, again, unless the declaration says otherwise, make the finished surfaces of walls, floors, and ceilings part of the unit, and the rest of those walls, floors, and ceilings common elements. For anything that runs partly inside and partly outside the unit, “any portion serving only that unit is a limited common element allocated solely to that unit and any portion serving more than one unit or any portion of the common elements is a part of the common elements.” Inside the boundaries, the Act adds, “all spaces, interior partitions and other fixtures and improvements within the boundaries of a unit are a part of the unit,” which is why the toilet and faucet themselves sit with the owner.
Owner's side and association's side, by default
Go looking for one valve, with a flashlight
This is the search worth doing before you phone anybody, and you are hunting for a single object: a valve that would deliver water to your whole unit at once, as opposed to the small ones that feed one fixture each. Try the laundry closet first, then the water-heater cupboard, then any access panel set into a hallway or bathroom wall, and finally the back of the cabinet under the kitchen sink. It is usually larger than a fixture stop, often on a vertical pipe, and in many units it simply is not there.
The answer comes out one of two ways, and both are useful. If every fixture has its own valve and there is also one that serves the unit as a whole, the work can be scheduled like any other appointment, because nothing outside your door has to move. If the only valves in the unit are the small ones at the fixtures, then a stop that will not hold turns into a conversation with management about a shutoff, and that conversation is measured in days. Say which of the two you found when you called, and the visit gets booked based on the answer you actually have.
Your declaration can move any of these lines. Where a stop is a limited common element, some declarations leave its upkeep to the owner, while others keep it with the association; only the document can say which. A quick look at it settles the cases where a stop or a short stretch of pipe is in question.

The Condominium Act permits an owner to make improvements or alterations to the unit that do not impair the building's structure or mechanical systems, and a like-for-like fixture swap within the unit fits that description. Your declaration or rules can add conditions, such as work hours or notice to management, so they are worth reading first.
Some documents draw the line that way. If yours does, management decides who replaces that valve, and the fixture work is scheduled around it.
Work on a common element is the association's decision and expense. A repair made there without its say can leave an owner paying for pipe that serves the neighbors too, and it can clash with work the association already has planned for that line.
