Both taps, same season: look at the source before the heater.
When the cold tap tastes the same as the hot one, the tank is off the hook. Water that skipped the heater carries the taste too, which points upstream to the supply.

A hot-only sulfur smell is made inside the tank, and standing still is what feeds it.
Warm water sitting against the anode rod can produce that smell, and the cold line bypasses the anode entirely, which is why one tap has it, and the other does not. A month with nobody home gives the same reaction weeks of undisturbed time to build, so the returning-from-vacation version of this call is the same fault with the volume turned up. Running the hot taps for a while can clear that one. If the smell comes back once the house is being used normally again, the anode is next, and that is a part rather than a heater.

Is It the Water or the Heater? Phoenix's Report Helps Answer It
Most of Arcadia gets its water from the City of Phoenix, and the City's 2025 water quality report notes a recurring taste complaint. Knowing what it says keeps a homeowner from paying for tank work that would not change a thing.
Where the water comes from
The report says 97 to 99 percent of Phoenix's water in 2025 was surface water, mostly from the Salt, Verde and Colorado rivers, and that Salt and Verde water reaches the treatment plants “via the Salt River Project (SRP) canal network.” Water that travels in open canals picks up what grows in them.
The late-summer taste the City describes
In its section on taste and odor, the City writes: “Algae that grow in the canals during the late summer and fall are a major source of a musty odor and taste detected by some consumers.” The algae are removed at the plant, the report adds; “the odor may linger,” and the City uses activated carbon to absorb what remains.

Why the order matters
A sulfur smell from the tank can often be settled with an anode change, a flush, or both. A failing tank body is the clearest case for replacement, and it shows up as rust or a leak from the steel.
What Gets Fixed on an Arcadia Tank, and When It Goes

A gas smell around the heater is a separate emergency entirely: leave the house and ring 911 and the gas company from the yard.

The City of Phoenix attributes the late-summer and fall musty taste to algae in the canals that feed its treatment plants. When the taste is the same at both taps and turns up in that season, the City's explanation fits better than a plumbing fault.
Phoenix's 2025 report says the water delivered to its customers that year “met or surpassed all federal and state drinking water standards.” For anything beyond that, the report lists the City's water quality contacts.
Fill a glass at the tap, then carry it to another room and smell it there. If the glass is odorless, the smell was coming up from the sink drain.
The musty-season note comes from the City of Phoenix's report, and homes east of 64th Street are on Scottsdale Water, so Scottsdale's report covers your tap. The two-glass test at the sink works the same on either side of the line.
Often, yes. The rod comes out first, and what it looks like decides whether a new rod of a different type is enough or the tank also needs a flush.
It can. Electric tanks carry an anode rod just as gas tanks do, so a hot-only sulfur smell is checked the same way on either fuel.
