In a Flood-Irrigated Yard, No One Marks the Pipes Beside a Gas Trench

Many of Arcadia's older streets still water their lawns with canal water from the Salt River Project. That water reaches each lot through a private neighborhood system, and those pipes run through the same yards where a new gas line to a grill, fire pit or outdoor kitchen would be buried.

What the locators mark, and what they leave

Calling Arizona 811 before digging brings out the utilities to mark their lines. Arizona 811's guide says the utilities “cannot locate private facilities owned by the property owner,” and its examples include “a sprinkler system ... or a gas line that extends to a barbeque.”

What SRP says about the irrigation pipes

SRP's notice on private irrigation systems says the neighborhood delivery system “is not owned, operated, or maintained by Salt River Project,” and that “These systems are not marked by Blue Stake.” It puts the job of finding them on whoever excavates: “it is the responsibility of the property owner, or hired contractor and their affiliates, to locate and protect all private irrigation systems prior to performing work.”

What the notice forbids and asks for

Underground pipes, open ditches, gates, stand boxes, valves and every other part of the system “may not be removed or changed without express written permission from all private system owners.”
“Any pipe that is exposed needs to be supported,” because exposed irrigation pipe is “prone to cracking.”
Subdivision customers “receive water every 14 days in the Summer and every 28 days in the winter,” so an open trench and a delivery can meet.

What that changes about a gas run

The route is chosen after the yard's irrigation features are found: the stand boxes, gates and valves, and the line between them that the buried pipe most likely follows. The gas line is planned to stay clear of that pipe where the yard allows, the trench is scheduled for the dry days between deliveries, and any irrigation pipe that does come into view stays where it is, supported and unchanged.

What ground that takes water does to the pipe

The buried part of a yard run is polyethylene. It comes up at each end through a steel riser, and at the riser there is a transition fitting where the plastic ends and the metal begins. That transition sits at grade, which on a lot fed every fourteen days in summer is the stretch of the line spending most of its life in wet ground, so the coated section of the riser is set to cover it and the pipe standing above it is protected where it is out in the open.

Two more things follow from the water. Tracer wire is laid in the trench alongside the plastic because plastic gives a locator nothing to respond to, and the next person opening this ground is as likely to be working on the irrigation system as on anything a utility owns. And the backfill goes in compacted, in layers, because a soft strip across a flood-irrigated lawn becomes a channel and the water finds it.

SRP lists what stand boxes do: they divert water, charge the system, help prevent overflow, give access to clean out pipes, act as breather pipes, and serve as a measurement point. The gas route bends around it, and the pipe that feeds it is assumed to run underground between the boxes until it is found.

A trench full of irrigation water slows everything and softens the ground around it. The work is scheduled to start and close up inside the dry stretch between deliveries.

Pipe in, proved in the open

The trench is opened, the polyethylene goes in with its tracer wire, the risers bring the line up at each end, and the new piping is brought up to pressure and held there before anything is joined. Any irrigation pipe that comes into view is supported and left exactly as it was found.

The trench is closed so the water runs over it

Where a permit applies, the work is inspected, then the backfill goes in compacted, in layers, so the line of the trench does not settle into a channel the next delivery follows. The surface returns to the grade the water already crosses, and the run finishes at its own shutoff, where the appliance stands.

It gets supported and left where it is. SRP's notice says exposed irrigation pipe is prone to cracking, and that nothing in a private system may be removed or changed without the written permission of all its owners. So it is supported, worked around, and covered again.

As short a stretch as the job allows, inside the dry days between deliveries. The delivery calendar is the reason the job length is settled before a date is agreed.

Phoenix's code allows a repair that must be done in an emergency to proceed, provided the permit application is submitted within 72 hours and the work meets code. The City's commentary adds that anything done before the permit is issued has to be corrected if the building official does not approve it.
