A like-for-like tank swap on the Phoenix side requires no City permit, but changing gas piping is permit work in Phoenix, and a tankless unit can handle that. The old tank comes out, and the gas run, where the new spot needs one, the vent and, on a condensing unit, the condensate drain are planned to the new wall.

On water in Phoenix's dissolved-solids range, four years is a long stretch without attention. Without service valves, a flush means shutting off the water to the whole house and opening the lines under a hung unit, and that is true again for every descale after it. So the order is: fit a valve set, descale through it, and the cycle ends there. The valve set is the simple part of that sentence on install day and the awkward part of it in year four.

A gradual loss of flow at the tap fits mineral buildup inside the unit or a screen at the cold inlet that has filled up. Both are cleared during a proper descale. A sudden drop is a different story, and it gets diagnosed as a repair.
Descaling Planned on Day One From Phoenix's Own Numbers
A tankless unit heats water as it passes through a narrow heat exchanger, and whatever the water carries in solution can precipitate as scale when heated. The City of Phoenix, which supplies most of Arcadia, publishes what its water carries each year.

Why the numbers move
The report explains that Phoenix takes water from three rivers, the Salt, the Verde and the Colorado, and treats it at five plants, with about two percent from roughly 20 City wells. Colorado River water arrives through the Central Arizona Project aqueduct, Salt and Verde water through the SRP canal network, and some Agua Fria River water is mixed with Colorado water where it is stored in Lake Pleasant. Water from different rivers and plants is not identical, which is why the report gives ranges and why the upkeep plan is set from the range, with some margin.
What gets decided at install

The City publishes a new report every year, with the dissolved-solids and alkalinity figures in its aesthetic water quality table. If a later report shows the range moving, the interval can be looked at again when the next descale comes due, alongside what the heat exchanger itself shows at that visit.
Settled at install, the valves and the clearance go in with the unit. Added later, the pipes under a hung unit have to be opened.
Three things worth keeping together
The install date, the unit's model number, and the year of the water report the plan was based on. At the first descale, those three answer most of the questions about whether the yearly interval still fits, and they travel with the house if it sells.
Dissolved solids are the total load the water carries, and alkalinity measures the carbonate in the water, which can combine with calcium as scale. The EPA's secondary guidelines are non-enforceable and cover taste and appearance, and the City reports that its 2025 water met every federal and state drinking water standard. For a heat exchanger, the dissolved-solids range is the useful number, and most of Phoenix's range sits above that 500 line.
