A thermocouple or gas control can fail on its own, and both get tested. A flame that is short of air is on the same list, and a closet whose door blocks its only supply is the first thing to rule out before a part is sold.

The old door may have been the air supply.
A louvered door can be what gives a closet its openings to the rest of the house. Swap it for a solid panel, and the heater loses them, even though nothing about the tank changed. The new-tank quote then shows the openings the closet needs, in the door or the wall, at the size the code asks for.

Phoenix restricts this location by name and records the one way around it.
Phoenix's fuel gas code keeps fuel-burning appliances out of bedrooms, bathrooms and storage closets, and out of any space that opens only into one of them, unless an exception fits. One exception is a closet used for nothing else, with a solid, weather-stripped, self-closing door and its combustion air taken straight from outdoors.

It does, and what grows is the volume the burner draws on, while the openings stay where they are.
At 50 cubic feet per 1,000 Btu/h, the room the heater draws on grows from 2,000 cubic feet to 2,500. The openings to the house stay at the 100-square-inch minimum until the input passes 100,000 Btu/h, so it is the volume side that changes.

On a closet gas tank, repairs start around the flame: the thermocouple, the gas control, the burner. An electric tank's repairs are its elements, thermostats, and high-limit switch. Repair parts carry a one-year warranty.

How Much Air a Gas Tank in a North Mountain Closet Needs
Phoenix's fuel gas code leaves the model code's combustion air rules as written, and they turn a closet into arithmetic. A gas water heater in an older house can sit in an interior closet off a hallway or laundry, drawing its combustion air from the home.
The volume rule
The code's standard method asks for “50 cubic feet per 1,000 Btu/h” of the appliance's input rating. A 40,000 Btu/h tank therefore needs 2,000 cubic feet of indoor air around it. A three-by-three-foot closet with an eight-foot ceiling holds 72.
How the closet borrows the rest
Rooms count toward that total when they connect through openings without doors or through combustion-air openings built to code. Each opening needs a free area of “1 square inch per 1,000 Btu/h” of the heater's input, “but not less than 100 square inches.” One has to start within 12 inches of the top of the closet and one within 12 inches of the bottom, and neither can be narrower than 3 inches.
Why a louvered door can fall short
The code sizes openings by net free area, the part air can pass through. Where a louver's design is unknown, it assumes “wood louvers will have 25-percent free area and metal louvers and grilles will have 75-percent free area.” A wood louver needs about 400 square inches of face to count as 100, and a metal grille about 134.
When the house can't supply it
Air can come from outdoors instead, through two openings, one high and one low. Where they open straight outside or run through vertical ducts, each needs “1 square inch per 4,000 Btu/h” of input; through horizontal ducts, 1 square inch per 2,000 Btu/h. For a 40,000 Btu/h tank, use 10 or 20 square-inch elements, each at least 3 inches across.
If the closet falls short
The closet is measured, the openings are counted at their net free area, and the new heater's input is set against both. If the numbers fall short, the quote shows what the code allows there: a grille in the door or wall, an outdoor-air route, a direct-vent model, or an electric tank.

A propped door can be closed again at any time, so the code counts permanent openings. Its rule that louvers without motors stay “fixed in the open position” points the same way.
No. An electric tank burns nothing, so it needs no combustion air, and a solid closet door is fine for it.
It can. Where chemicals that give off corrosive or flammable products, such as aerosol sprays, are used routinely and can reach the burner's air, the code calls for a separate room supplied with outdoor air, or a direct-vent appliance.
A direct-vent heater draws its combustion air through its own pipe from outdoors, which is why the code allows one in places a standard tank could not go, such as a closet that opens only into a bedroom.
It can. Where a home's air infiltration rate is known to be below 0.40 air changes per hour, the code sets aside the 50-cubic-foot rule and ties the room volume to that measured rate instead.
