February is one of the three billing periods the City averages. Once it is fixed, the review request can go in when the July bill arrives, or even before it.

“Which toilet is it, when all three of them look perfectly fine?”

You can settle that in a single night without a tool in your hand, and the date you settle it on turns out to matter.

Close the supply stop behind every toilet in the house last thing at night, all of them, and mark the water level in each tank with a fingernail against the china or a strip of tape on the outside. In the morning, look again. A tank that has given up an inch or two has been feeding the bowl all night through a flapper that no longer seats. A tank still standing where you left it has not. One night, one answer, and you know which fixture to name when you call. Write the date on it, because the invoice that follows will be read next to it.

“The tank hisses for a few seconds every half hour and then goes quiet.”

That is the sound of a refill, and something emptied the tank to cause it.

A toilet that wakes up on its own is topping up what it has lost, and the loss happens silently in between. On a fill valve that has stopped closing cleanly, the hiss runs longer, and the water creeps over the rim of the overflow tube; on a flapper that has hardened, the hiss is short and regular. How a Winter Leak Carries Into Phoenix's Sewer Charge

For a North Mountain home on City of Phoenix water and sewer service, the City calculates the sewer portion of the bill in an unusual way. Its rates page says: “Your monthly sewer charge is based on a calculation of a percentage of the average water usage for the January through March billing cycle reflected on your city services bill.”

One window, a year of charges

The City's Sewer Fee Review form explains the timing: “Each year, sewer fees are recalculated and become effective each July based on a percentage of the average water used during January, February, and March billing periods.” The rates page advises that “The best way to lower your monthly sewer charge is to use less water during January through March.” A toilet that runs through those months raises the average the next twelve sewer charges are built on.

The review, and its deadline

The City allows a second look. A sewer fee review above the standard calculation “may be considered” for conditions that include “leaks” during the January, February, or March billing periods. The window to ask is short: “All requests for a Sewer Fee Review must be submitted within 60 days from the July bill date,” and requests received later “shall not be eligible for review.”

For a leak, the form is specific: “Please attach a receipt showing repair costs when submitting a Sewer Fee Review for a Leak.” It also asks for the date the leak was repaired. Whether a review is granted is the City's decision, and filing it is the account holder's to do.

Prove which toilet it is before the window opens

The useful thing to do in November or December is not to guess. Close the stop behind every toilet in the house on the same night, mark the level in each tank, and read them in the morning: the tanks that have dropped are the ones losing water, and you will have their names before January ever starts counting. A house with three bathrooms takes one evening to test this way, and it costs nothing but the walk around.

It matters here more than it would anywhere else in the Valley because the City's review later on asks for a receipt naming the repair and its date. A repair that names the fixture it was done on, dated before or inside the window, reads cleanly next to a bill the City is being asked to look at again. A fall repair is better still, since it stays outside the January to March average altogether.
