Why the buried length is plastic
Polyethylene does not corrode, and in lime-rich alkaline clay loam that settles the argument for the buried length before anything else is discussed. The city applies the same reasoning to its own work: its General Engineering Requirements Manual instructs that “The Design Engineer shall prepare a Geotechnical report for recommendation of corrosion protection (pH and resistivity) of the underground facility and allowable materials.” Ground chemistry choosing the material is Avondale's own principle, written for its engineers, and it is the right principle for a gas line across a back garden as well.
Which leaves one place metal is unavoidable
A plastic line still has to be converted to steel before it reaches a valve or an appliance, and that changeover occurs below grade at the riser. So the whole corrosion question on this job collapses onto one short component at each end of the run. The coating over that transition, where it is made up in the field, and what happens at the first fitting above it are named on the quote, which is where that detail belongs.
Why that one component decides the life of the run
A buried run does not usually fail in the middle. It gives up where it comes out of the ground and turns into air. That short length lives in two environments at once, takes the scuffs from the shovel during backfill, and gets wetted and dried by whatever the irrigation does around it.
So the riser is priced as its own item, on its own line: the material, how the coating is made up over the transition, how it is protected where it meets grade, and what the finished detail should look like when you stand and look at it. It is the part of a buried run that takes the most handling, which is why it gets its own specification.
And why the backfill is part of the same question
A clay loam behaves nothing like sand. It comes out of the trench in clods, holds moisture against whatever it is packed around, and settles unevenly if it is simply shoveled back in. Held against a riser, damp clay is the condition the coating was specified for. The backfill goes in lifts and is compacted as it goes, and the quote specifies whether soil has to be brought in to finish the level and whether turf is lifted for relaying or taken away.

A long buried run is a materials decision first.
The distance decides the pipe size; the ground decides what that pipe is made of and how it is protected. On a run of any length, the riser at the far end, where the line comes up to the burner, is the detail that gets specified on the quote.
“There is already a line out to the detached garage, and we want to add to it.”
What is under there gets assessed before anything joins it.
An existing buried run has a material, an age, and a condition, and the house gives away none of them. Adding a branch means agreeing what happens if the exposed section turns out to be in worse shape than the quote assumed, and that contingency is written down before the digging starts.

A damaged run is repaired, and the opening tells you something.
A struck line is repaired where it is reachable. The useful part of that visit is the open section: you can see for yourself how the coating on that stretch has held up.

Pipe under a driveway or a slab is carried inside a sleeve, so the run is protected from the load above it and can be drawn out later without the concrete coming up. Where that sleeve starts and finishes, and what it is made of, belong on the quote alongside the pipe and the coating.

Turf that is lifted and relaid the same day usually takes. Ground that has been dug and returned settles over the first few waterings, whatever is on top of it, so the quote says whether turf is lifted for relaying or removed, and whether soil is brought in to finish the level.
