Three Water Complaints and Where a Filter Fits

“The water smells like bleach.”

Carbon is the stage that handles it.

The City of Phoenix disinfects its whole supply with chlorine and notes that the chlorine can affect taste and odor. Pentair's whole-house system uses carbon to remove chlorine taste and odor and reported a 95.93 percent reduction in chlorine during testing.

“There's grit in the faucet screens again.”

A sediment cartridge strains out sand and scale flakes before they reach the carbon or your fixtures. Pentair's system uses a 5-micron sediment filter ahead of the carbon. One catch: grit that comes from the water heater itself forms downstream of a main-line filter, so if the specks show up only on hot taps, the heater needs a flush first.

“Why does our water taste musty in the late summer and fall?”

A seasonal taste: algae in the canals.

Phoenix traces that musty taste and odor to algae growing in the canals that carry surface water to its treatment plants, stronger toward fall. Taste and odor reduction is one of the claim areas under NSF/ANSI 42, so if this is your main complaint, look for that claim on the product's certification listing.

Will carbon handle my city's disinfectant?

Read the certification, not the box

NSF/ANSI 42 covers aesthetic claims such as chlorine, taste, odor, and particulates. NSF/ANSI 53 covers health-related claims, such as lead and VOCs, and offers more than 50 contaminant-reduction claims in all. NSF notes that claims vary by product, so a filter certified under 42 for chlorine taste has not been certified for particulates unless that claim is on its listing as well.

Water that has to be safe first

Pentair's manual says not to use its whole-house carbon system on water that is microbiologically unsafe or of unknown quality without disinfection. A carbon and sediment filter is for taste, smell, and grit on water that is already safe.

Phoenix and Scottsdale both disinfect with chlorine. Some utilities use chloramine instead, a compound of chlorine and ammonia, and standard carbon is slow to break it down. Calgon Carbon markets its catalytic carbon for its ability to decompose chloramine faster than standard activated carbon. Any provider names its disinfectant in its yearly water quality report, so check yours if you are outside those two cities.

Filtering Phoenix Water: The Local Details

What the city itself says

Phoenix keeps a chlorine residual of about 1 part per million, and its 2025 report shows a range from under 0.24 to 1.9. Federal rules require at least 0.2 ppm in water leaving a treatment plant and cap it at 4 ppm in the pipes, so some chlorine at your tap is there by design. The city says its water meets or exceeds standards and that filters are typically unnecessary unless your physician advises one or you want one. So whole-home filtration is about how the water smells and tastes, and what it leaves in your fixtures.

The city's own taste tips

Before anyone buys equipment, Phoenix suggests adding a slice of lemon or leaving a container of water uncapped for 30 to 60 minutes, then chilling it in the refrigerator. Its list ends with a filter on the faucet or the refrigerator.

Cold water only

Pentair's whole-house carbon system is for cold water only, rated 36 to 120°F, and Pentek rates its Big Blue housings for 40 to 100°F. That is why the filter sits upstream of the water heater, and why a garage wall out of the sun beats a west-facing outside wall.

If the only complaint is the taste of a glass of water, a filter at the kitchen faucet or the refrigerator may be enough. If the smell reaches the shower and the laundry, whole-home filtration is the one that covers it.

Cartridge housings are the simpler setup and take a fresh cartridge on schedule. A tank-style carbon system is a larger install that runs longer between media changes; Pentair calls for new carbon after five years.
