When Historic Review Comes Into a Plumbing Job
The Historic Preservation Office makes the final call on which certificate applies, and the City's Building Official can refer a project there in some cases.
The rule in plain terms
Homes on the Phoenix Historic Property Register carry an HP or HP-L zoning overlay. Exterior work requiring a building permit must be approved by the City's Historic Preservation Office first, with a Certificate of No Effect for most minor items or a Certificate of Appropriateness for more complex or street-visible work. Work inside the house that leaves the outside unchanged does not need that approval. For new mechanical equipment, the City's design guidelines ask for the least visible spot: the rear slope of a pitched roof, behind a flat roof's parapet, or on the ground in a side or rear yard.
Replacing versus relocating
Phoenix does not require a permit for a licensed contractor to replace an existing water heater in a one- or two-family home, or to swap toilets, faucets, and valves. Relocating valves, pipes, or fixtures does require one, and a permitted change to the exterior of a listed house triggers the review. So when a repair or replacement in the existing spot will do, we recommend it. When a move makes sense, we propose a location that follows the guidelines and tell you whether it is likely to need review before you buy anything.
How long a certificate takes
A Certificate of No Effect is typically handled over the counter or within a few days. A Certificate of Appropriateness takes longer: a pre-application meeting generally set three to four weeks out, a public hearing with a sign posted on the property, then a five-day waiting period. The City charges no fee for either certificate, though building permit fees still apply. If your plan looks likely to need one, we flag it on the first visit, and the move can be scheduled before the old unit gives out.
Pre-1978 homes and the lead-safe rule
Nearly every home in these districts was built before 1978, and EPA rules require a lead-safe certified firm for work that disturbs more than a small area of painted surface in those homes. Where we can, we work through closets, access panels, and exposed runs. We do not disturb painted surfaces in these homes, inside or out. If a job needs that, including a new vent or a relocated line, that part needs a lead-safe certified contractor you hire directly; we do not perform or arrange it, and we do the plumbing once it is done.

Often, though not always. Newer tanks can be taller or wider than the one they replace, and a closet in a Willo or Encanto-Palmcroft house was framed decades before today's models. We measure the closet, its door, and the vent path before ordering, and if a standard tank will not fit, we look at a smaller or different unit before anyone talks about moving it outside, where historic review can come in.
Then historic review does not apply. Only properties on the register carry the HP or HP-L overlay; ordinary permit rules still do.
