North Gateway is Phoenix's northernmost urban village: about 45 square miles along I-17, generally north of Jomax Road, most of it State Trust land and Sonoran Preserve. When the City first planned this corridor, its own plan stated that the entire area lacked water or sewer infrastructure. Phoenix drew a line around where new mains would go and opened the Lake Pleasant Water Treatment Plant in 2007 to supply the growing northern part of the city.
The houses are as young as the pipes. In ZIP code 85085, which covers much of this part of north Phoenix, nine in 10 homes date from 2000 or later, and four in 10 from 2010 on. Water and Sewer Built New for North Gateway
An infrastructure limit line
The City's North Black Canyon Corridor Plan set an infrastructure limit line inside the village. Water and sewer would be extended inside it, and major expansion outside it was prohibited. That growth area was bounded by the CAP canal on the south, Cloud Road on the north, I-17 on the west, and 7th Avenue on the east. Until a new plant could be built, the plan's interim solution was to pump water north from the Union Hills plant, south of the canal.
Lake Pleasant, the newest plant
The new plant is Lake Pleasant: 80 million gallons a day of treated Colorado River water, and the newest of Phoenix's five treatment plants. For a homeowner here, the City's side of the system is young. A leak before the meter is generally the City's, so call Phoenix Water Services first. After the meter, look to the water heater, fixtures, hose bibs, and supply lines, which is where we work.
Still being built
The build-out is not finished. The TSMC semiconductor campus sits inside the village west of I-17, and in December 2025 the City Council approved NorthPark beside it: 6,381 acres with room for up to 15,150 housing units, and about 2,100 acres set aside for the Sonoran Preserve. The City also lists a future North Gateway water reclamation plant, reported as not yet designed. Around the village, construction will be part of the scenery for years.
What Goes First in a Newer North Gateway Home
The original water heater
In ZIP code 85085, nearly half of the homes were built between 2000 and 2009. A tank installed then is long past its six-year factory warranty. Watch for rust at the base, water in the pan, or a popping sound as it heats. Replacing it on a day you choose is easier than replacing it the night it fails.
Fixtures and the hoses nobody looks at
In a house from the build-out years, the braided lines under sinks and behind toilets, and the washing machine hoses, are often the originals. Swapping them is a quick job and removes one of the most common causes of a flooded laundry room or bathroom cabinet.

About 1 in 10 homes in 85085 were built in 2020 or later. If yours is one of them, it may still be under a builder warranty, so call the builder first. If they say no, call us.
