Years without moving can set a valve up solid.
Shutoffs that sit open for a decade can seize with scale and corrosion. Forcing the handle with a wrench can snap the stem or crack the valve body, turning a stuck valve into an active leak. If it will not move by hand, leave it and call.

Handle closed, water still moving: a gate that no longer seals.
An old gate valve can turn all the way and still pass water, because the gate inside has worn thin or come loose from the stem. Nothing about the handle tells you so; it feels closed, and the house still has water. That is why the test at the top of this page is worth doing on a quiet afternoon rather than during a burst.

A weep at the handle and a leak from the body are two different problems, and only one of them keeps.
A drip around the handle can be a worn packing, and a leak from the body or a threaded joint means the valve or its fitting is failing. On an exposed riser, that water also wears on the pipe and the surrounding ground.

The valve at the meter belongs to the utility. Turning it takes a special tool, and the city warns that customers can be held responsible for repairs to a damaged meter. If you or your plumber cannot find the house valve, Phoenix Customer Services at 602-262-6251 will send a technician to shut off the water at the meter.
Sun on an exposed riser
A house valve on the pipe coming out of the ground stands in the weather, and Phoenix Water Services warns that exposed pipe, plastic most of all, suffers more from temperature extremes, which here means sun far more often than frost. Sky Harbor logged 122 days at or above 100°F in 2025, and a riser standing in that, with sun-brittle plastic beside it, is worth a look while the valve is out of the line.
Where to find your house valve
Phoenix Water Services says the house valve on most homes is at the front of the house, near a hose bib, on the pipe that comes out of the ground and goes into the house. Some older homes have it at the rear of the property instead, so check both before you need it. The city asks every household to know where it is and to test it regularly, and it gives no set interval; when you test yours, turn it slowly.

Three Choices When You Replace the Main Shutoff
01 Gate valve or quarter-turn valve
Gate valves take several turns and have a gate inside that can wear loose. A quarter-turn valve shows at a glance whether it is open or closed, and it closes in one motion.
02 Other work during the same shutdown
If the pressure regulator, a hose bib, or the riser itself also needs work, doing it in the same shutdown saves arranging a second one. Mention any of those when you book, so the parts come on the same trip.
03 The small valves under sinks and toilets
Angle stops seize the same way the main does. Swapping them on the same visit means one trip, and each one then works the day a faucet or toilet needs service.
