The fixture count comes first.
The plumbing code sets the minimum number of toilets, sinks, and drinking fountains by the actual use of the space, with the occupant count taken from the building code. Your architect settles the count on the drawings, and a use the code's table doesn't list is decided by the code official. We run the water to each fixture and set the fixtures once the finishes are in.

A change of use changes the fixture count the code asks of the space.
A salon adds shampoo bowls, more hot water, and, if the salon launders its own towels, a laundry box with hot and cold supplies and a 2-inch drain on the drawings. The plumbing plan changes along with the use.

We pull the plumbing permit when the job needs one from us, and sometimes the building owner or general contractor pulls it instead. Settle which one before work starts, so nobody assumes the other did it.

We do not draw plumbing plans. The layout and engineering come from your architect or engineer, and we install to the approved set. Main building drains and the larger lines that serve toilets are outside the 1½- and 2-inch drain work we do, so those runs come from another contractor on the job.

How a Build-Out Moves Through Inspection
Plans first, then a walk-through
Send the plumbing sheets or call (602) 883-2787. We walk the space when the plans leave questions.
Bid with the permit named
The bid comes in writing and lists the fixtures and materials; who pulls the permit is settled before work starts.
Rough-in, then the inspector
Piping is installed while the walls are open, and it remains exposed until the rough inspection passes.
Fixtures, water heater, final
After the finishes, fixtures, and the heater are set, the lines are tested, and the final inspection closes it out.

What Build-Out Plumbing Costs
A build-out is priced from the plans: fixture count, pipe runs, the water heater, and the distance to the water and gas. Send the plans, and we return a bid. If a site visit is needed and no work follows, a $75 service fee is charged, and dropped once the job goes ahead. Spaces more than 50 miles out carry a $75 travel fee.

Build-Out Patterns We Run Into
A lease signed before anyone found the water and gas connections
The break room on the drawings sits across the space from the landlord's water stub and gas meter.
Every foot between a new fixture and its connection adds pipe to the bid, and a gas run to a water heater on the far wall adds more. Checking where the connections are before the lease is final can save a redesign, and the landlord's utility drawings for the suite are the place to start.
Rough-in set before the fixtures were chosen
The drawings say 'lavatory', and the tenant selects models after the walls are closed.
Different fixtures need different rough-in heights, and some faucets need a different supply height. Having the fixture spec sheets before rough-in avoids reopening a finished wall, so send them with the plans if you have them.
Equipment lines nobody drew
The drawings show the espresso machine, the ice maker, and the dishwasher, but not the water to them.
Each piece of equipment that takes water needs its own supply and shutoff. Catching that on the drawings keeps it inside the bid from the start. Found during rough-in, it becomes a change order.

What Phoenix Asks of a Build-Out
The permit
The City of Phoenix requires a commercial building permit for non-residential construction, and its list names remodels, additions, and tenant improvements along with changes of use.
The code edition
Since August 2025, Phoenix has enforced the 2024 editions of both the International and Uniform Plumbing Codes, with local amendments. Those amendments reach into the rules on separate restrooms and drinking fountains, so a count that worked in another city may not carry over. It is worth confirming which edition your architect drew to.
Small suites and restrooms
The plumbing code drops the separate men's and women's restroom requirement for tenant spaces with a total occupant load of 15 or fewer, counting employees and customers. Above that, the count and Phoenix's local amendments come into play, and the drawings show the result.
Food-service plans
For a restaurant, café, or bar, Maricopa County Environmental Services reviews the plans, and any construction, alteration, or addition must comply with the specifications it approves. Mark every grease-carrying fixture on the drawings before rough-in; our restaurant plumbing page covers which fixtures the code sends to an interceptor.
Why Type L copper
We run commercial water lines in Type L copper. The Copper Development Association's handbook notes that Type L has a thicker wall than Type M at every size, and lists it for domestic water service and distribution. Type L carries blue markings, Type M red.

What to leave for the next tenant
Capped water stubs for a future sink are easy to add while the walls are open. Adding them later means opening finished walls.

Vent route before framing
A gas water heater needs a vent route to the outside, through the roof or an outside wall. In an inline suite, plan that penetration with the framing, before the ceiling and walls close.
